An apparent template error saw a Telangana government memo issued with "Government of Andhra Pradesh" on its letterhead, prompting embarrassment.

The Telangana government found itself in an embarrassing situation after an official communication issued by its Panchayat Raj and Rural Development (PR&RD) Department was released under the header ‘Government of Andhra Pradesh’, despite the rest of the document clearly pertaining to Telangana.
The memo, issued by the office of the Special Chief Secretary, relates to the implementation of Praja Palana Pragathi Pranalika and directs district administrations to organise orientation programmes on Grama Panchayat Samagra Abhivriddhi Pranalika (GP SAP) and other Panchayat Raj and Rural Development initiatives.
However, while the communication repeatedly referred to Telangana-specific institutions, programmes and officials, its letterhead mistakenly identified the issuing authority as the ‘Government of Andhra Pradesh, Panchayat Raj and Rural Development Department’.

The document stated that six Master Resource Persons were trained at the Telangana Institute of Rural Development (TGIRD) on July 6 to sensitise field-level functionaries on the effective implementation of PR&RD programmes.
It instructs all District Collectors to organise district-level orientation programmes from July 8 to July 10 by utilising the services of these trained resource persons.
According to the memo, the training programmes are intended primarily for Sarpanches and Panchayat Secretaries, while also covering PR&RD functionaries at the district, mandal and gram panchayat levels to ensure a uniform understanding of the objectives, implementation strategy and expected outcomes of GP SAP and other departmental schemes.
The communication further asked District Collectors to make all necessary arrangements for the programmes, ensure participation of the concerned officials and monitor their implementation across all gram panchayats.
It concluded by directing that the exercise be accorded ‘Top Priority’.
The memo was signed by M Dana Kishore, Special Chief Secretary to the government.
The erroneous reference to the ‘Government of Andhra Pradesh’ has attracted attention as Telangana has functioned as a separate state since its bifurcation from Andhra Pradesh in 2014.
The remainder of the document left little doubt that it was intended to be an official communication of the Telangana government, suggesting that the incorrect header was likely the result of a drafting or template-related oversight.
As of publication, there has been no public reaction on X from major political leaders or parties in Telangana or Andhra Pradesh over the apparent error.
The Telangana government has also not issued any clarification or a revised version of the memo at the time of writing.
