Goa Police have intensified their crackdown in the Arpora nightclub fire case, writing to the CBI requesting a Blue Corner Notice through Interpol against club owners Saurabh Luthra (40) and Gaurav Luthra (44).

The brothers fled to Phuket, Thailand, soon after the inferno that killed at least 25 people, and a Lookout Circular (LOC) has already been issued by the Bureau of Immigration at the request of the Goa Police. Investigators say the Luthras’ sudden departure clearly signals an intent to evade questioning.

As part of its action, Goa Police have sealed two additional nightclubs owned by the accused, along with a pub in Vagator, taking the total number of sealed Luthra-linked properties to three. Sources indicate that the Goa government may even consider bulldozer action against these properties depending on how the inquiry progresses.

The Blue Corner Notice, once issued, will allow Interpol member countries to locate and collect information on the whereabouts and activities of the accused. Goa Police are coordinating with the Interpol Division of the CBI to bring the brothers back for questioning.

Meanwhile, a magisterial inquiry into the Arpora fire is uncovering serious regulatory lapses. Investigators have found that the establishment continued operating despite its Trade License expiring in March 2024, and that the Sarpanch had issued several NOCs, including for electricity and water connections, house repairs, and trade permissions, allowing the venue to remain open.

Under Section 72-A of the Goa Panchayat Raj Act, the local body had the authority to seal the premises but failed to exercise it. Authorities say these failures, combined with overcrowding on the night of the incident, contributed to the severity of the tragedy.

A high-level inquiry committee comprising the District Magistrate, SP (South), Deputy Director of Fire and Emergency Services and the Director of Forensics visited the site on Monday to examine structural conditions, assess emergency readiness and review documentation. The Goa government has reiterated that it is extending full support to the victims’ families and will ensure strict accountability for all lapses.

Goa Police maintain that efforts to secure the Luthra brothers’ return will continue “at the highest level," reflecting the seriousness with which the state is treating the case.
