Lashkar-e-Taiba (LeT) has undertaken a major organisational overhaul in Pakistan, restructuring its top command, expanding its operational footprint and reinforcing its anti-India terror infrastructure under the political cover of the Pakistan Markazi Muslim League (PMML), according to top intelligence sources.
The intelligence inputs indicate that the UN-designated terror outfit has constituted an entirely new leadership cabinet, repositioned several senior commanders across Punjab and Khyber Pakhtunkhwa, and strengthened key training facilities as part of what officials describe as a long-term strategy to sustain recruitment, funding and cross-border terror operations targeting India.
According to the sources, the reshuffle demonstrates LeT’s intent to rebuild and consolidate its operational apparatus despite international scrutiny and sanctions.
One of the most significant developments is the emergence of Markaz Yarmook in Pattoki as LeT’s new first-stage training hub. Veteran commander Imran Liaqat Bhatti, formerly responsible for South Punjab, has been reassigned to Kasur district on the alleged directions of LeT chief Hafiz Saeed. Intelligence officials say Bhatti will now oversee cadre training at the Pattoki facility and coordinate with senior operatives Saifullah Kasuri and Sajid Jutt to strengthen regional operations.
Sources further claim that despite Pakistan’s repeated assertions that Hafiz Saeed remains under house arrest, he continues to exercise complete operational control over the terror outfit.
“His house arrest is merely a mechanism to evade international scrutiny, particularly by the Financial Action Task Force (FATF), while he continues to take all strategic decisions," a senior intelligence source said.

Officials allege that the organisation is being used to provide political legitimacy while enabling the terror group’s recruitment, financing and organisational expansion.
As part of the latest restructuring, Rana Ashfaq has reportedly been elected as the PMML’s provincial president for Khyber Pakhtunkhwa, while Hafiz Abdul Ghaffar Mansoor has been shifted from Hazara to Mandi Bahauddin.
Intelligence agencies have also identified a new cabinet comprising senior functionaries assigned to various regions across Punjab. The appointments include Haji Ashraf (Gujrat Division), Abu Muaaz Imran (Jhang), Abu Ihsan (Mianwali), Anas (Gujranwala City), Abdul Rehman Sayyaf (Dera Ghazi Khan), Abu Haidar (Taunsa), Imran Liaqat Bhatti (Kasur), Abu Jibran (Pattoki), Rana Shamshad (Milli Labour), Haris Dar (Central Punjab), Abu Al-Qasim (Okara Renala), Hafeezullah Baloch (Markazi Muslim League Okara), Abu Marsad (Toba), Hafiz Munawar (Mian Channu) and Zahid Hamdani (Rajanpur).
According to the sources, the deployment of experienced operational commanders across strategically important districts reflects LeT’s attempt to create a durable ecosystem capable of sustaining anti-India operations over the long term.
The intelligence assessment further alleges that the group’s activities continue with apparent state complicity, allowing LeT to reorganise openly while projecting the PMML as a legitimate political platform. Officials claim the network is focused on strengthening recruitment pipelines, fundraising mechanisms and planning future cross-border attacks against Indian security forces and infrastructure.
