Dehradun: Uttarakhand high court on Monday directed the senior superintendent of police and district magistrate of Udham Singh Nagar to provide immediate security to women and children at the Kulsum Khan Farm in Kichha following a forcible takeover attempt.
The bench of Justice Alok Mahra ordered the state govt and other respondents to file their replies within three weeks.The order was issued on a petition filed by Sikandar Alam Khan regarding the volatile situation at the farm located at Pipaliya turn. The property dispute involves Saira Vadra—the niece of the deceased property owner, Kulsum Khan, and sister-in-law of Congress MP Priyanka Gandhi Vadra—and Nasreen Sanga, Kulsum’s sister.
Both parties are asserting ownership rights over the estate.According to case details, the unmarried Kulsum Khan bequeathed the farm to Saira Vadra and her cousin, Sikandar Alam Khan, via a registered will in 2024. Following Kulsum’s demise on Dec 18, 2025, Nasreen reportedly arrived with a group of people and took possession of the property. Saira then approached the administration, presenting the original registered will and a civil court stay order dated June 11, 2026.
Noting a lax attitude by local authorities, the high court remarked that officials must act with caution to maintain law and order, warning that in the age of social media, even minor incidents can escalate rapidly.In compliance with earlier court directions, Kichha SDM Gaurav Pandey and SHO Ravi Kumar appeared before the bench on Monday and informed the court that they had initially initiated property transfer proceedings in favor of Nasreen Sanga because the petitioners had not initially produced the civil court’s stay order. However, upon receiving the high court and civil court directives, authorities halted those proceedings, officially handed possession back to Saira Vadra and her co-petitioners, and deployed security personnel to maintain peace.
