Former judge of the Karnataka High Court Justice John Michael D’Cunha, who headed a one-man judicial commission to investigate the stampede at the M Chinnaswamy Stadium, on Friday submitted the report to Chief Minister Siddaramaiah. According to the sources, the commission has laid direct blame on the Karnataka State Cricket Association, DNA Networks, Royal Challengers Bengaluru (RCB) and the city police for the stampede that occurred on June 4.

Despite knowing that organising the event was not feasible, all parties colluded to proceed with it, the commission mentioned in the report, adding that there was a severe lapse of duty and extreme negligence on part of everyone.

Security arrangements were inadequate, sources added, citing the report submitted. “There were only 79 police officers inside the stadium. in addition to this, the presence of police outside the stadium was inadequate and no enough ambulances were present outside."

Even though the stampede occurred at 3:25 PM, the Police Commissioner was not informed until 5:30 pm, the report states, as per the sources. It was added that the Joint Commissioner of Police arrived at the stadium at around 4 pm.

The report further blames RCB for miscommunication to fans over entry to stadium and announcement of free passes, noting that RCB was under pressure to host the event that day since players were scheduled to leave the country.

It has been highlighted that there was a failure in implementing crowd control measures and barricading.

The committee in its report also asked Karnataka government to come up with SOPs for such large public gatherings in order to avoid such accidents in future.
