Japanese Prime Minister Sanae Takaichi begins her visit to India today. Interestingly, the original plan was for her to arrive in Guwahati before Delhi, underscoring Japan’s intent to deepen engagement with India’s Northeast as part of its broader strategic vision.

The reason is clear. Japan sees India’s Northeast as a key pillar of its Free and Open Indo-Pacific (FOIP) strategy. Tokyo views the region as a strategic bridge connecting South Asia with Southeast Asia, making it central to both Prime Minister Narendra Modi’s Act East Policy and Japan’s Indo-Pacific vision.

During the India-Japan Foreign Ministers’ Strategic Dialogue in January 2026, both sides agreed to strengthen connectivity, economic development and regional cooperation in Northeast India and its neighbouring areas. They also decided to further energise the India-Japan Act East Forum and expand intellectual dialogue to support regional integration.

Over the past 18 months, high-level engagement between Japan and the Northeastern states has accelerated significantly. During his visit to Meghalaya and Assam in February 2026, Japan’s State Minister for Foreign Affairs, Iwao Horii, said that Northeast India is where India’s Act East Policy and Japan’s Free and Open Indo-Pacific vision are being translated into reality.

During the same period, the Chief Ministers of Meghalaya, Assam, Nagaland and Arunachal Pradesh visited Japan. These visits resulted in agreements covering skill development, employment, agriculture, tourism and cultural cooperation. Meghalaya signed an agreement to train and facilitate employment for 5,000 youth in Japan over five years, while Assam signed an MoU to train 20,000 young people for employment opportunities in Japan.

SEMICONDUCTORS AND INVESTMENT TAKE CENTRE STAGE

Economic cooperation under the Indo-Pacific framework is also expanding rapidly. Tokyo Electron and Tata Electronics have signed an agreement to collaborate on semiconductor equipment infrastructure for India’s first semiconductor fab and the assembly and testing facility at Jagiroad in Assam.

Meanwhile, a proposed Japanese Industrial Township at Nagarbera in Assam aims to attract Japanese investment and integrate Northeast India with supply chains serving both the Indian and Southeast Asian markets.

Japan International Cooperation Agency (JICA) is investing in roads, healthcare, water supply, energy and forestry projects across the Northeast. Japanese assistance is also supporting key connectivity projects, including the Dhubri-Phulbari Bridge. Japan’s long-term objective is to build an Industrial Value Chain linking the Bay of Bengal with Northeast India, strengthening trade and resilient supply chains across the Indo-Pacific.

HUMAN RESOURCE DEVELOPMENT AND EDUCATION

Human resource cooperation has emerged as another major pillar of the partnership. IIT Guwahati is expanding research collaboration and student exchanges with Japanese institutions. Japanese language training, skill development and employment programmes are already underway in Assam, Meghalaya and Nagaland.

CULTURAL TIES CONTINUE TO DEEPEN

Cultural engagement is also gaining momentum through initiatives such as the Shillong Cherry Blossom Festival, the Imphal Peace Museum and the Kohima Peace Memorial. Cooperation in cuisine, tourism and people-to-people exchanges is bringing Japan and Northeast India even closer.

The growing India-Japan partnership clearly indicates that Northeast India is no longer seen merely as a border region. It is emerging as a vital economic, strategic and connectivity hub at the heart of the Indo-Pacific.
