For years, Iran walked a careful line, advancing its nuclear programme without openly building a bomb, even as Supreme Leader Ayatollah Ali Khamenei repeatedly cited a religious fatwa declaring nuclear weapons “haram" or forbidden under Islam.

The ongoing war, however, may be changing that calculus. With nuclear sites under attack and hardliners growing louder, Tehran is now facing a pivotal choice that could redefine the region’s security landscape and potentially overturn a doctrine that long underpinned its nuclear restraint.

With the ongoing war, the question that has dominated the world’s attention is whether Iran is closer than ever to making a bomb or is being forced to make one. The latest events indicate that the answer is becoming more complex and more ominous.

Where Did Iran Stand Before The War?

Before the conflict began in February 2026, Iran was viewed as a “threshold nuclear state", which means that it had access to technology and enriched uranium that could be used in building nuclear weapons. However, it had not made the political decision to do so.

Iran had always claimed that its nuclear development is for civilian purposes, even though it continued with uranium enrichment activities despite the failure of the 2015 nuclear deal, according to The Council of Foreign Relations.

What Did The War Change?

The war has fundamentally altered that calculation in three key ways.

According to TIME, military strikes may have hardened and not halted the programme. US and Israeli strikes have targeted nuclear sites, but experts say such attacks rarely eliminate nuclear capability entirely and may instead push programmes underground or accelerate them. There is growing concern that Iran is now rebuilding and fortifying its nuclear infrastructure to make it more resistant to future attacks.

Perhaps the biggest shift is political. Influential voices within Iran are now publicly advocating for nuclear weapons, breaking with years of official restraint, according to Reuters. The long-standing doctrine, reinforced by a religious decree against nuclear weapons, is now being questioned, especially after leadership losses and sustained military pressure.

As per Al Jazeera, Iranian lawmakers are pushing for a potential withdrawal from the Nuclear Non-Proliferation Treaty (NPT), a move that would remove international inspection constraints. If that happens, Iran would no longer be bound by the same transparency rules, significantly raising global alarm.

Many analysts now believe that the war may be having the opposite effect of what it intended.

As TIME magazine reports, the war may actually be fuelling the belief in Tehran that only a nuclear deterrent can guarantee the survival of the regime.

As one such school of thought now argues, if countries without nuclear arms are vulnerable to attack, having one might be seen as the insurance policy.

What Role Has The US Strategy Played?

The conflict is also partly fuelled by attempts to control Iran’s nuclear drive.

According to Bloomberg, the US has demanded that Iran shut down critical nuclear sites as part of a ceasefire agreement, which Iran has deemed unacceptable.

However, changing US signals from deterrence to regime change have also contributed to the confusion over the conflict’s endgame.

Experts have also cautioned that the Iran conflict could set off a chain of nuclear proliferation in the future, particularly if other states feel that international agreements are not protecting them.

If Iran is closer to making a bomb, other states in the region will be forced to do the same, creating a multi-nuclear Middle East.

The War Paradox

While Iran may not have yet made up its mind to build a nuclear bomb, the war is rapidly changing that calculus. With hardliners making gains, international pressure easing, and security concerns rising, Iran is now further along in crossing that threshold than it has been at any point in recent years.
