The committee warned it would continue peaceful protests unless those responsible for the post-June 4 violence are held accountable.

The Joint Awami Action Committee (JAAC) has written to Pakistan Prime Minister Shehbaz Sharif and Field Marshal Asim Munir, seeking legal action against the military personnel and state officials it holds responsible for the violence that followed the June 4 crackdown in Pakistan-occupied Kashmir (PoK).
In separate letters addressed to Pakistan’s civilian and military leadership, the committee has demanded the prosecution of officials and security personnel allegedly involved in civilian killings and human rights violations in Rawalakot, Mirpur, Kotli and other parts of PoK.
The JAAC has also sought the full implementation of the original rights agreement reached with the government and the immediate withdrawal of what it described as all “unjustified" state measures imposed after June 4, 2026.
While demanding accountability, the committee asserted that its movement was not directed against Pakistan or its institutions. Instead, it said its struggle was against the actions of a handful of “errant" military and government officials whose conduct had created distrust and hatred between the people of Pakistan and Kashmir.
The committee warned that unless immediate legal and administrative action was taken against those responsible, the situation could deteriorate further and result in a deeper humanitarian crisis.
Maintaining that it would not bow to what it called oppressive state actions, the JAAC said it continued to reserve its right to peaceful democratic protest.
Sequence Of Events
According to the committee, it had announced a peaceful long march towards the Muzaffarabad Assembly on June 9, 2026, to press for its demands.
It alleged that on June 5, state forces targeted its leadership in Rawalakot, killing senior member Shahzaib Habib and injuring core committee member Sardar Umar Nazir Kashmiri. The committee further claimed that internet services were suspended, the organisation was declared a banned group and bounties were announced for the arrest of its leaders.
The JAAC alleged that on June 7, security forces opened fire on peaceful protesters in Rawalakot, resulting in multiple deaths, hundreds of enforced disappearances or abductions, thousands of arrests and the imposition of a complete curfew across PoK.
It further claimed that violence continued on June 9 and June 10, with civilians, including women, children and elderly residents, killed or injured in Jatlan, Mirpur and Kotli City.
According to the committee, protest convoys that managed to reach Rawalakot began peaceful sit-ins that have now continued for nearly a month. During this period, it alleged that authorities suspended food and medical supplies to the area.
The committee also claimed that subsequent crackdowns claimed the lives of five more people, including women and a three-year-old child.
It further alleged that the month-long lockdown has prevented the bodies of those killed from being returned to their families for burial and has led to livestock dying due to hunger and thirst because residents are unable to access or care for them.
Mediation Efforts
The JAAC said it accepted an offer of mediation from Maulana Fazal-ur-Rehman and, at his request, suspended its planned long march on June 30, 2026.
However, it alleged that the Pakistan government had yet to formally authorise the mediation process. The committee also accused state-run media of continuing to broadcast what it described as a false narrative regarding the movement despite the suspension of its march.
Reiterating its demands, the JAAC urged Pakistan’s political and military leadership to prosecute the officials responsible for the post-June 4 violence, restore the rights agreement in full and reverse all measures imposed during the crackdown. It said these steps are essential to deliver justice to victims and prevent further escalation of tensions in the region.
