Maharashtra is set to transform its Industrial Training Institutes (ITIs) into modern skill development hubs under the PM-Setu scheme, with the state government approving a major upgrade plan aimed at improving employability and matching industry demand.
Skill Development, Employment, Entrepreneurship and Innovation Minister Mangal Prabhat Lodha said the initiative draws inspiration from Prime Minister Narendra Modi’s vision of sustainable development and focuses on building job-ready youth through practical, market-linked training.
The decision was taken at a cabinet meeting chaired by Maharashtra Chief Minister Devendra Fadnavis. In the first phase, ITIs in Nagpur, Chhatrapati Sambhaji Nagar and Pune will be modernised. More districts will be added in subsequent phases.
Officials said the programme is designed to bridge the long-standing gap between the demand and supply of skilled manpower. A “hub and spoke" model will be adopted, with one central ITI acting as a hub and four surrounding institutes working as spokes in each cluster.
The total investment for the project stands at Rs 242 crore, jointly funded by the Centre, the state government and industry partners. Under the cost-sharing pattern, the Centre will contribute 50 per cent, the state 33 per cent and industry 17 per cent. For one cluster over five years, the estimated cost is about Rs 241 crore, including Rs 112 crore from the Centre, Rs 98 crore from the state and Rs 31 crore from industry.
In Nagpur, the Government ITI will be developed as the hub, with ITIs at Girls’ Nagpur, Kamptee, Hingna and Butibori linked to it. Chhatrapati Sambhajinagar ITI will serve as the hub for Paithan, Khultabad, Gangapur and Phulambri. In Pune, Aundh ITI will be the hub, supported by Girls’ ITI Aundh, Khed–Rajgurunagar and Mulshi.

Special focus will be placed on the service sector, multi-skill courses and livelihood-based training, particularly in areas with limited industrial presence.
Lodha said the aim is to create practical pathways to employment while strengthening local economies. “This is about preparing young people for real jobs and real opportunities," he said, adding that the reforms would help restore India’s long tradition of learning by combining it with modern skills training.
The government believes the revamped ITIs will open doors to quality vocational careers, support entrepreneurship and provide industry with a steady pipeline of trained talent, marking a significant step in Maharashtra’s push to build a future-ready workforce.
