Intelligence reports have warned against foreign interference in Northeast India, trying to fuel a proxy war via the Mizoram corridor.

The National Investigation Agency (NIA) has intercepted a sophisticated crossborder operation that is being described as a “proxy destabilisation" of India’s volatile northeast, intelligence sources said.

The arrest of seven foreign nationals – six Ukrainians and one American – has exposed this alleged terror conspiracy in which western actors are supplying military training and advanced drone technology to ethnic rebels fighting the Myanmar junta.

WHAT IS THE MYANMAR DRONE CASE?

The seven accused, identified as US citizen Matthew Aaron VanDyke and Ukrainians Petro Hurba, Taras Slyviak, Ivan Sukmanovskyi, Marian Stefankiv, Maksim Honcharuk, and Viktor Kaminskyi, were intercepted at the Kolkata, Delhi, and Lucknow airports.

According to the FIR registered in the case, the group entered India on valid tourist visas but intentionally bypassed mandatory travel restrictions by entering Mizoram without the required restricted area permit (RAP). Intelligence agencies told News18 that the “Mizoram corridor" has become a “convenient soft entry" for foreign players due to its open ethnic borders and lower levels of scrutiny compared to other transit routes.

The NIA has alleged that this group used Indian territory as a transit point to conduct pre-scheduled training sessions with various ethnic armed groups (EAG) in Myanmar, focusing on weapons handling, signal jamming, and the assembly of sophisticated drones illegally imported from Europe.

IS THIS TARGETED AT CHINESE INFLUENCE IN THE REGION?

While these efforts by western interests, including human rights groups, private actors, and certain governments, aim to weaken the China-aligned Myanmar junta and disrupt Beijing’s economic stakes in the region, the strategy has backfired with regard to India’s national security.

Intelligence reports said by empowering anti-junta rebels like the Chin groups, these western networks are inadvertently strengthening local insurgent ecosystems that threaten India’s internal security. The FIR states that the EAGs being trained are in active contact with, and provide support to, proscribed Indian insurgent organisations in the northeast.

Officials are concerned that the high-tech expertise and hardware provided by these foreign nationals could benefit banned rebel groups that have historically sought refuge in Myanmar. There are fears that these groups have recently returned to Indian soil to fuel ethnic conflicts, similar to the deadly violence witnessed in Manipur in 2024.

WHAT ARE THE CONDUITS?

Intelligence sources said a particularly sensitive aspect involves the alleged use of non-governmental organisations (NGO) and religious networks as conduits for this activity.

The sources said western players are using NGOs, churches, and missionaries within the Christian-majority northeast to facilitate the flow of resources and personnel. These networks are being accused of “fuelling separatism" and providing a cover for the proxy play that modernises threats through the supply of European drone technology.

WHAT HAPPENS TO INDIA’S FOREIGN POLICY?

The NIA told a special court that the accused group were in direct communication with “unknown terrorists carrying AK-47 rifles". Additional sessions judge Prashant Sharma, while granting the central agency 11 days of custodial remand, observed that the allegations are of a “grave nature" with a “direct bearing on the national security and interests of India".

Due to this, the Centre has been forced to reallocate significant resources to defend its borders and maintain regional development. This activity is seen as an attempt to indirectly pressure India’s independent foreign policy.

As the NIA conducts forensic analysis on seized laptops and mobile phones from the accused, the ministry of external affairs (MEA) is under pressure to address the diplomatic fallout, particularly as Ukraine formally protested the detention of its six citizens.
