The Union Ministry of Home Affairs on Tuesday told the Lok Sabha that Left Wing Extremism (LWE) violence in India has declined by 88 per cent since 2010 and is now confined to just eight districts across three states, following sustained security operations and targeted development measures. The Centre said its strategy combines security strengthening, rehabilitation of surrendered cadres and large-scale infrastructure expansion in former conflict areas.

“The LWE perpetrated violence incidents have come down from a high of 1,936 in the year 2010 by 88 per cent to 234 in 2025," MHA said.

“The resolute implementation of the ‘National Policy and Action Plan 2015’ has resulted in consistent decline in violence and constriction of geographical spread. LWE, which has been a serious challenge to the internal security of the nation, has been significantly curbed in recent times and has been constricted to only a few pockets. The number of LWE-affected districts reduced from 126 in 2018 to only 08 in December 2025, with only 3 districts now remaining Most LWE Affected."

Rehabilitation of surrendered Naxalites

Replying to an unstarred question, Minister of State for Home Nityanand Rai said the Centre supports state governments through a surrender-cum-rehabilitation framework designed to bring former Naxal cadres into the social and economic mainstream. Under the scheme, higher-ranked cadres are provided an immediate grant of Rs 5 lakh, while other cadres receive Rs 2.5 lakh. Incentives are also offered for surrendering weapons and ammunition.

The policy includes vocational training in a trade of the individual’s choice, along with a monthly stipend of Rs 10,000 for three years. Expenditure incurred by states is reimbursed under the Security Related Expenditure scheme, which also covers operational costs and compensation linked to LWE violence. Since 2014-15, Rs 3,681.73 crore has been released to affected states under this scheme.

Strengthening the security framework

The government said it continues to assist states through deployment of Central Armed Police Forces, helicopter support, fortified security camps, intelligence sharing and modernisation of police infrastructure. Under the Special Infrastructure Scheme, works worth Rs 1,761 crore have been sanctioned to strengthen special forces and intelligence branches in LWE-affected states. So far, 656 fortified police stations have been constructed.

An additional Rs 1,224.59 crore has been provided to central agencies since 2014-15 under the Assistance to Central Agencies for LWE Management scheme to support counter-insurgency infrastructure and air operations. Authorities are also focusing on choking financial networks linked to Maoist groups through coordinated action between central and state agencies.

Development expansion in affected areas

The Home Ministry said development remains central to the long-term strategy. A total of 15,016 km of roads have been built under two LWE-specific connectivity schemes. Telecommunications access has expanded with the commissioning of 9,233 mobile towers in affected areas.

Skill development infrastructure includes 46 Industrial Training Institutes and 49 Skill Development Centres. In tribal regions, 179 Eklavya Model Residential Schools are now functional. Financial inclusion has been expanded through 6,025 post offices offering banking services, along with 1,804 bank branches and 1,321 ATMs in the most affected districts. Since 2017, Rs 3,953.67 crore has been released under Special Central Assistance to fill critical infrastructure gaps.

Sharp fall in violence indicators

The government said LWE incidents declined from a high of 1,936 in 2010 to 234 in 2025. Civilian and security force deaths fell from 1,005 in 2010 to 100 in 2025, marking a 90 per cent drop. During 2025, security forces neutralised 364 Naxals, arrested 1,022 and facilitated 2,337 surrenders. Police stations reporting LWE violence have reduced from 465 in 2010 to 119 in 2025.

Currently, the eight affected districts are located in Chhattisgarh (six districts), Jharkhand (one) and Odisha (one). The government reiterated its commitment to complete eradication of Left Wing Extremism and sustained development of liberated areas.
