Nainital: To promote road safety, the Nainital district administration has started enforcing a “no helmet, no petrol” policy across the district. The decision, issued on the directions of district magistrate Lalit Mohan Rayal, is being enforced at petrol pumps, where awareness boards have been put up and staff have been instructed not to dispense petrol to riders without helmets.
The transport department and district administration are jointly monitoring compliance. The administration has also installed information boards at major entry points to Nainital, informing visitors about restrictions on taxi and bike rental operations in the town. Officials said the move is aimed at making tourists and motorists aware of local rules before they enter Nainital, reducing inconvenience and improving traffic management.Regional transport officer (enforcement & road safety) Arvind Pandey said, “The decision follows a worrying rise in fatal and serious two-wheeler accidents in the district, with investigation showing that a large number of victims were not wearing helmets at the time of the crash.”Officials said the measure is aimed at encouraging responsible riding rather than penalising commuters. By linking fuel purchase to helmet use, the administration hopes to improve compliance with safety norms, reduce road deaths and strengthen traffic discipline across the district.
In another initiative aimed at making Nainital safer, quieter and more tourist-friendly, the district administration has announced traffic reforms following directions from Uttarakhand high court. From Aug 1, 2026, use of vehicle horns on Mall Road will be banned to reduce noise pollution and preserve the town’s peaceful atmosphere, with violators facing fines and legal action. A public awareness campaign will also be launched for residents and tourists. To improve traffic flow, a no-parking zone will be strictly enforced on the stretch from Tallital Daat to Hanumangarhi Bend around Nainital Lake. The administration has also ordered a crackdown on vehicles operating without valid fitness certificates and on private vehicles being used as commercial taxis. Joint enforcement drives by police and transport department teams will be carried out to ensure compliance. To ease congestion, Rusi Bypass will be developed as a high-capacity parking hub with toilets, drinking water, CCTV surveillance and retail facilities. Commissioner Deepak Rawat has directed departments to implement the approved measures within the stipulated timeline, stressing that compliance with the high court’s directives is essential to making Nainital safer, better-organised and more visitor-friendly.
