The Central government on Thursday informed the Rajya Sabha that Saudi Arabia and the United Arab Emirates (UAE) recorded the highest number of deportations of Indian nationals in 2025.
Responding to a question on illegal migration through “Dunki route," Minister of State for External Affairs Kirti Vardhan Singh said that most foreign governments do not share information about Indians staying illegally in their countries.
He said that details are usually provided only when a deportation order is issued and nationality verification or travel document confirmation is required.
According to the data shared in a tabulated form in a written response, 13,256 Indians were deported from Saudi Arabia in 2025, including 4,335 from Riyadh and 8,921 from Jeddah. The UAE reported 9,558 cases, with 1,662 from Abu Dhabi and 7,896 from Dubai.
Singh said that deportation procedure varies across countries. In some cases, individuals are kept in detention centres rather than prisons. If an individual has valid travel documents, host governments may directly deport them without informing Indian missions. Indian embassies are contacted mainly when nationality verification or issuance of an Emergency Certificate is required.
Last week, the government informed the Rajya Sabha that more than 3,800 Indian nationals were deported from the United States in 2025.
The disclosure came in response to a question from Congress MP Randeep Singh Surjewala, who sought details on deportations over the last five years, measures to protect vulnerable youth, and whether any targets or timelines have been set to curb illegal migration through the so-called “Dunki route," a term used for irregular migration pathways, largely in the North American context.
The figures include 3,414 Indians deported through Washington till mid-December. The tabulated data included locations of Indian consulates in the US and the corresponding number of deportations in 2025, viz., consulates of India in Houston (234), San Francisco (49), New York (47), Atlanta (31) and Seattle (31).
Singh told the House that India works in close coordination with the US and other governments on deportations. “Such deportations are subject to an unambiguous verification of their Indian nationality," he said.

The government is in constant dialogue with the US government regarding the need for “humane treatment" of Indian nationals during such deportation operations. “We have registered our concerns with the US authorities, particularly with respect to use of restraints on the deportees, especially women and children," the MoS said.
