Promotion of MP employees began without court nod, petitioners tell HC

Bhopal/Jabalpur; The petitioners, who have challenged the legality of new promotion policy of the MP government for its employees, told a division bench of MP high court on Tuesday that despite assuring the court that promotions under thepolicy won't be carried out till the court order on their petition, promotion of state government employees have begun.

The promotion lists are being issued and DPCs held, they said, adding that it may lead to administrative complications once the court order on the issues is received. The bench of acting chief justice Vivek Rusia and Justice Pramod Mittal after hearing the petitioners reserved their judgement over the issue raised by them for July 13, when the petition will come up for hearing again.Swati Tiwari from Bhopal and other petitioners, challenging the new promotion policy announced by the state government in 2025 to pave way for stalled promotion of its employees for over 16 years since the apex court stayed the operation of the previous policy, have argued that there is nothing new in the new promotion policy and the existing promotion policy has largely been retained with some changes here and there.

They said on Tuesday that the advocate general had assured the court that promotions under the new policy won't begin till the court order but it has already begun.Advocate general Prashant Singh, who was in Indore, requested the court to extend the date of hearing as he will argue in the case on behalf of the state government. Advocate appearing for AJJAKS argued that there is no court stay on promotion under the new policy.
