Punjab moves to bridge coaching gap with free UPSC PCS preparation

Chandigarh: The Punjab govt is set to implement a govt-funded online coaching programme for aspirants preparing for the Union Public Service Commission (UPSC) Civil Services Examination and the Punjab Civil Services (PCS) examination conducted by the Punjab Public Service Commission (PPSC).The proposed initiative seeks to address barriers faced by students from rural areas and economically weaker sections in accessing quality coaching. These include high coaching fees, the concentration of coaching institutes in major urban centres, and the absence of structured preparation ecosystems.According to the scheme framework, the govt intends to provide at least 1,000 students, including 750 from govt colleges and 250 from private colleges in Punjab, with access to structured coaching, study material, mentoring, assessment tools and interview guidance through an online platform, irrespective of their geographical location.

Selected students will not be required to pay any fee, registration charges, platform fees, study material costs, test fees, evaluation charges or any other amount, with the entire coaching programme being funded by the state govt.As part of the programme, an online entrance-cum-selection test will be conducted in consultation with the higher education department to shortlist eligible candidates. Selected students will undergo an orientation programme covering the structure of UPSC and PPSC examinations and preparation strategies.

The programme will begin with a baseline assessment to evaluate the preparedness of students.Classes are proposed to be conducted through live interactive online sessions and/or recorded hybrid online modules. Live classes will include features such as two-way interaction, quizzes, polls and moderated audio-video participation. Recorded modules will be released in a structured manner with completion tracking, topic-wise quizzes and scheduled interactions with faculty members.Students will also have access to multi-channel doubt-resolution mechanisms through the LMS, discussion forums, chat support, live doubt-clearing sessions and individual or small-group mentoring. The framework provides for routine doubts to be resolved within 48 hours and urgent examination-stage queries within 24 hours, wherever feasible.To monitor academic progress, the programme envisages regular sectional tests, topic-wise assessments, monthly cumulative tests, full-length preliminary examination mock tests, Civil Services Aptitude Test (CSAT) assessments, essay-writing exercises and mains answer-writing evaluations.For mains examination preparation, answer scripts will be evaluated using predefined rubrics and supported with annotated feedback, model answers and improvement suggestions. The programme will also include endline assessments and impact analyses comparing baseline and course-end performance.A secure learning management system (LMS) and mobile application or web portal will be used to track attendance, login activity, watch time, test scores, assignment submissions, mentor interactions and doubt-resolution records.

Role-based dashboards will be provided to students, mentors, administrators and departmental officers.The programme also envisages specialised support for candidates who clear preliminary examinations. Students qualifying for the interview or personality test stage of UPSC or PPSC examinations will receive guidance, mock interviews, current affairs discussions, situational judgement exercises and communication skills.
