Railway Board restores emergency quota in Vande Bharat sleeper & Amrit Bharat trains

The Railway Board has decided to introduce an emergency quota in Vande Bharat sleeper and Amrit Bharat trains, revising its earlier decision taken last month to exclude Reservation Against Cancellation (RAC) in these trains.

Principal Chief Commercial Managers (PCCMs) in all railway zones have been instructed to ensure that 24 emergency berths are earmarked in Amrit Bharat trains with seven or more sleeper-class coaches.

For Vande Bharat sleeper trains, the emergency quota will be allocated as follows: First AC: four berths on weekdays and six berths on weekends; 2AC: 20 berths on weekdays and 30 berths on weekends and 3AC: 24 berths on weekdays and 42 berths on weekends.

The Director (Passenger Marketing) has also informed PCCMs that the emergency quotas in other express trains may be reviewed periodically, based on demand patterns and berth availability, with suitable adjustments made wherever necessary.

Earlier, the Railway Board had decided that only ladies, disabled passengers, senior citizens, and duty pass holders would have reservation quotas in Vande Bharat sleeper and Amrit Bharat trains, with no other quotas applicable.

In a separate development, the Board has directed General Managers (GMs) to revive the scheme for granting ad hoc promotions, on a one-time basis, to Group ‘B’ officers for senior scale posts. The decision comes amid a growing number of vacancies that are beginning to affect operational and safety functions.

The priority order for filling senior scale vacancies will be as follows: Group ‘A’/Junior scale officers with four years of service; Group ‘A’/Junior scale officers with three years of service or Group ‘B’ officers with six years or more of service in Level 8/9, on an ad hoc basis.

Such ad hoc arrangements must be limited to a maximum period of one year and should not adversely impact IRMS Group ‘A’ officers. The arrangement cannot extend beyond three years or beyond 2028, according to an official communication.
