The global reputation of Bengaluru’s traffic congestion has prompted local authorities to move beyond road expansion and toward regulated management of the city’s limited street space. Recognizing that unscientific and unregulated parking is a primary catalyst for gridlock, the Greater Bengaluru Authority (GBA) is set to standardize parking through a comprehensive “Pay and Park" system.
This initiative, which recently debuted in Malleshwaram area of the city, is now being scaled across several other major commercial and residential hubs.
In the first phase of this expansion, the Bengaluru South City Corporation has invited tenders to implement parking fees across the Jayanagar Assembly Constituency. Jayanagar, a premier commercial centre, has long struggled with vehicles encroaching upon carriage space, leading to severe congestion that peaks during weekends.
To bring order to this unregulated environment, the GBA has identified 42 major roads in Jayanagar for the Pay and Park system. The plan covers a total road length of 31.7 km and is designed to accommodate specific capacities: 914 cars and 3,835 two-wheelers.
By formalizing these spots, the authority aims to discourage long-term street storage of vehicles and ensure a smoother flow for moving traffic.
Rising Concerns Among Local Commuters
While the move aims for order, residents and frequent visitors to the area are bracing for the impact on their daily routines.
“Finding a spot in Jayanagar 4th Block has always been a nightmare, but I worry about the daily costs for those of us who work here," says Rahul Krishnan, a professional who commutes to the area daily. “If the building owners had provided the parking they were legally supposed to, we wouldn’t be in this position where we have to pay just to leave our vehicle on the street for a few hours. It feels like a penalty for a problem created by poor planning."
The GBA’s strategy is not limited to South Bengaluru. Tenders have been invited across the Central, North, East, and South corporations. While the Bengaluru Central Corporation initially sought bidders for iconic stretches like M.G. Road, Church Street, and Kasturba Road, a lack of initial participation has led to a second round of tendering.
Following the rollout in Jayanagar, the South City Corporation plans to extend the system to other key constituencies, including BTM Layout, Bengaluru South, Bommanahalli, and Padmanabhanagar.
Addressing the Root Cause: Building Violations
A significant factor contributing to the current crisis is the widespread violation of building bylaws. Although city regulations mandate that every building must reserve a specific amount of space for on-site parking, many property owners have failed to provide them entirely. Consequently, vehicles have to rely on roads and footpaths for parking, further shrinking the available space for pedestrians and motorists.
By implementing the Pay and Park system, the GBA hopes to create a permanent solution to the metropolis’s parking woes while streamlining the traffic flow across the city.
