Red Fort blast case: NIA chargesheets mastermind, 2 more; 13 accused named so far

The National Investigation Agency (NIA) has filed a supplementary chargesheet against three more accused, including an absconding prime accused, in connection with the November 2025 car bomb explosion near Delhi's Red Fort that killed 11 people.

The supplementary chargesheet, filed in a case before the NIA Special Court at Patiala House Courts, names Zameer Ahmad Ahanger, Tufail Ahmad Bhat and absconding accused Muzafar Ahmad alias Faraz alias Zafar, all from Jammu and Kashmir.

With the latest chargesheet, the total number of accused in the case has risen to 13, including the deceased prime accused, Dr. Umer Un Nabi.

According to the NIA, Muzafar Ahmad, a paediatrician holding MBBS and MD degrees, is the elder brother of co-accused Dr Adeel Ahmed Rather and a founding member of "AGuH Interim", an offshoot of Al-Qaeda.

Investigators identified him as one of the principal architects of the conspiracy behind the deadly Vehicle-Borne Improvised Explosive Device (VBIED) blast carried out on November 10, 2025, along with co-accused Dr Umer Un Nabi, Muzammil, Dr Adeel Ahmed Rather and Mufti Irfan.

The investigation revealed that Muzafar attended a secret meeting at Eidgah in Srinagar in June 2022, during which the AGuH Interim terror module was established.

The NIA further alleged that he played a key role in manufacturing, testing and storing TATP-based improvised explosive devices at a clandestine IED facility operated by Dr Umer Un Nabi and Muzammil at Al-Falah University in Faridabad.

The agency has secured a Non-Bailable Warrant (NBW) against Muzafar Ahmad and said efforts are underway to trace and arrest him.

The NIA alleged that Zameer Ahmad Ahanger, an Overground Worker (OGW) of AGuH Interim, remained in active contact with handlers and served as a courier for arms, ammunition and cash for the terror module.

Investigators also accused Tufail Ahmad Bhat, a former OGW of the banned Lashkar-e-Taiba (LeT), of acting as the module's arms supplier. According to the agency, he procured one AK-47 rifle, one Krinkov rifle, one pistol, magazines and live ammunition through dead drops arranged by a handler before delivering the weapons to the deceased main accused Dr Umer Un Nabi for Rs 3 lakh.

The NIA has charged the arrested accused, Zameer Ahmad Ahanger and Tufail Ahmad Bhat, under Sections 13, 18, 20, 23, 38 and 39 of the Unlawful Activities (Prevention) Act, along with Sections 61(2), 147, 148 and 152 of the Bharatiya Nyaya Sanhita (BNS).

The agency has additionally charged absconding accused Muzafar Ahmad under Section 61(2) read with Sections 103(1), 109(1), 118(1) and 118(2) of the BNS, Sections 3, 4 and 5 of the Explosive Substances Act, and Sections 3 and 4 of the Prevention of Damage to Public Property Act.

The NIA said it established links among the accused through multidisciplinary scientific investigation, including detailed forensic examination, geo-location mapping of conspiracy sites and granular financial-trail analysis. The agency added that the investigation into the case is continuing.
