In a dramatic development that has shaken the administrative framework of India’s most prominent religious landmark, Champat Rai has resigned from his position as the general secretary of the Shri Ram Janmabhoomi Teerth Kshetra Trust. Citing moral responsibility, Rai stepped down on Friday following an intensifying investigation into the alleged misappropriation and theft of devotees’ donations at the Ram Temple in Ayodhya.

The exit of one of the temple movement’s most recognisable faces comes on the heels of an official First Information Report (FIR) and the subsequent arrest of eight individuals involved in the temple’s donation-counting processes. While Rai himself is not personally named as an accused in the preliminary law enforcement filings, his resignation—alongside that of fellow trustee Anil Mishra—marks a historic inflection point for the trust established by the central government in 2020 to oversee the construction and management of the shrine.

From RSS Pracharak to Temple Custodian

Born in 1946 in Bijnor, Uttar Pradesh, Champat Rai’s journey into the heart of socio-religious politics began early. A chemistry lecturer by profession, Rai left his academic career to become a full-time pracharak (volunteer) for the Rashtriya Swayamsevak Sangh (RSS). His administrative acumen and deep ideological commitment quickly caught the attention of senior leadership, leading to his transition into the Vishva Hindu Parishad (VHP), where he eventually rose to the rank of international vice-president.

Rai’s definitive association with Ayodhya solidified during the height of the Ram Janmabhoomi movement in the late 1980s and early 1990s. Recognised for his meticulous record-keeping and deep understanding of the legal and historical contours of the land dispute, he became an indispensable coordinator during the prolonged legal battles in the Allahabad High Court and the Supreme Court of India. When the apex court cleared the path for the temple’s construction in a landmark 2019 verdict, Rai was strategically selected by the Union Cabinet to serve as the foundational general secretary of the powerful Teerth Kshetra Trust, effectively placing the day-to-day operations and immense financial inflows of the project under his direct supervision.

The current administrative crisis erupted over the past fortnight following allegations by opposition leaders and other individuals that between 7 crore and 7.5 crore rupees in cash and valuables donated by millions of devotees had been systematically siphoned off. Acting on a formal request from the trust itself, the Uttar Pradesh government quickly assembled a three-member Special Investigation Team (SIT) led by Lucknow divisional commissioner Vijay Vishwas Pant to examine the temple’s fiscal storage, counting, and auditing mechanisms.

The preliminary findings of the SIT triggered immediate law enforcement intervention, culminating in an FIR under multiple provisions of the Bharatiya Nyaya Sanhita, including criminal breach of trust and theft by a clerk or servant. The investigation directly impacted Rai’s administrative circle when one of the primary individuals arrested was identified as Ram Shankar Yadav, an individual who had previously served as Rai’s personal driver and had assumed operational duties within the temple complex following the high-profile idol consecration.

Navigating the Political Fallout

Rai’s resignation has sent shockwaves through both religious and political circuits, prompting mixed reactions across the spectrum. In a formal letter to Trust Chairman Mahant Nritya Gopal Das, Rai asserted his complete innocence but maintained that stepping aside was imperative to protect the institutional sanctity of the temple from unfolding controversy and to ensure an uncompromised, free, and fair investigation.

Meanwhile, political reactions continue to escalate. While senior building committee officials have publicly defended Rai’s personal integrity based on his decades of ascetic service, opposition parties have characterised the initial arrests as a protective measure aimed at shielding senior office-bearers, demanding complete structural overhauls and a court-monitored inquiry. In response, Chief Minister Yogi Adityanath has strongly warned against politicising the faith of millions of devotees, affirming a zero-tolerance stance while guaranteeing that the absolute truth will be brought to light as the SIT deepens its forensic audit of the temple’s financial architecture.
