Chandigarh: The municipal corporation (MC), Chandigarh, is set to hold the stone laying ceremony for the ambitious redevelopment of the Rose Club in Sector 16 under the public-private partnership (PPP) model Friday, marking the first time the civic body has outsourced the operation and management of a club.Following directions from mayor Saurabh Joshi’s office, the engineering department has begun preparations for the event and has been asked to make all necessary arrangements for its smooth conduct.Sources said local residents are also expected to attend the function as the mayor is the area councillor of the ward where the club is located. The project gathered pace after the MC house in April approved the highest bid of Rs 26.76 lakh (excluding GST) for running the club.
The engineering department subsequently completed scrutiny of documents and other formalities before issuing the final allotment letter to the successful bidder.Officials said the selected agency will first undertake a comprehensive renovation to make the facility fully functional before commencing operations. As the Rose Club is a heritage structure located within Chandigarh’s core heritage zone, the bidder will be permitted to carry out structural repairs, restoration and aesthetic improvements but will not be allowed to alter the original architectural design of the building.
Under the PPP model, the concessionaire will bear the cost of renovation, refurbishment and maintenance of the premises. The project aims to transform the club into a modern recreational and community facility while preserving its heritage character. The proposed facilities include a restaurant, café, gymnasium, library, gaming zones and event spaces. No permanent construction will be permitted without prior approval, and only temporary or non-permanent installations will be allowed within the premises.Box: Rose Club project at a glanceLocation: Sector 16, ChandigarhModel: Public-Private Partnership (PPP)Highest approved bid: ₹26.76 lakh (excluding GST)MC House approval: April 2026Status: Stone-laying ceremony scheduled on FridayFacilities planned: Restaurant, café, gym, library, gaming zones and event spacesHeritage safeguards: Original building design cannot be altered; only restoration and approved renovations allowedMajor first: First MC club to be outsourced for operation and maintenance under PPP mode.
