Chief Minister Yogi Adityanath on Friday said Uttar Pradesh’s bureaucracy has moved beyond “policy paralysis" and is now prepared to work at full pace towards achieving the goal of a Viksit Uttar Pradesh, asserting that an efficient administrative system is key to making the state the foundation of a Viksit Bharat.
Addressing administrative officers and trainees after inaugurating the new campus of the Dr Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management in Lucknow, the Chief Minister said political leadership can provide direction, but it is the administrative machinery that translates vision into action.
Built at a cost of over ₹464 crore across more than 22 acres, the new academy has been equipped with modern facilities. CM Yogi said the institution should be developed into India’s leading “School of Public Leadership" and play a key role in promoting knowledge-driven governance, public trust and nation-building.
He stressed the importance of continuous learning, capacity building, teamwork and innovation, saying administrative officers must embrace technology driven governance while ensuring a sensitive and citizen-centric approach to administration.
Highlighting the state’s transformation over the past nine years, the Chief Minister said Uttar Pradesh has shed its earlier negative image and emerged as one of India’s top three economies. He said the state has set new benchmarks in security, governance, crowd management, technology-led reforms and administrative efficiency.
Recalling the period before 2017, CM Yogi said Uttar Pradesh had developed a poor reputation over several decades, with many believing that Central government schemes could not be effectively implemented in the state. He added that both the political leadership and the administrative system shared responsibility for that situation.
The Chief Minister said Uttar Pradesh has remained a revenue surplus state for the last six years and consistently ranks among the top performers in implementing Central government schemes. He also highlighted the state’s progress under Prime Minister Narendra Modi’s Mission Karmayogi, noting that Uttar Pradesh now ranks first in the country on the iGOT capacity building platform after previously lagging behind.
Referring to the state’s Viksit Bharat – Viksit Uttar Pradesh vision exercise, CM Yogi said nearly 98 lakh public suggestions were received through a statewide consultation campaign involving senior bureaucrats, academicians and former officials, forming the basis of the state’s Vision Document.
He also cited technology driven reforms in public service delivery, including e-POS machines in the Public Distribution System, Direct Benefit Transfer (DBT) and digital services for sugarcane farmers, saying these initiatives have improved transparency, reduced corruption and eliminated the role of middlemen.
The Chief Minister further highlighted Uttar Pradesh’s infrastructure growth, saying the state now has the country’s largest expressway network, accounting for nearly 60 per cent of India’s expressways. He said rapid expansion of roads, metro networks, airports, rapid rail and inland waterways reflected the progress made under the double engine government.
Finance and Parliamentary Affairs Minister Suresh Khanna, Chief Secretary S.P. Goyal, former Chief Secretaries and several serving, retired and trainee administrative officers were present at the inauguration ceremony.
