The Uttar Pradesh government has introduced a new mechanism to speed up the disposal of cases involving government and public land by constituting three-member Special Benches in the Board of Revenue. The decision, taken on the directions of Chief Minister Yogi Adityanath, has come into effect immediately.

Under the new arrangement, disputes related to reserved category land, government land, Gram Sabha land, Nazul land, evacuee property and enemy property will no longer be heard by a single-member bench or Circuit Court. Instead, they will be decided by specially constituted three-member benches in Lucknow and Prayagraj.

Board of Revenue Chairperson Archana Agrawal said the move has been made under Section 9 of the Uttar Pradesh Revenue Code to ensure greater transparency, consistency and quality in the resolution of sensitive land disputes. She said both pending and newly filed cases in these categories will now be placed before the Special Benches, which will hear such matters every Wednesday.

“Chief Minister Yogi Adityanath has consistently emphasized freeing government and public land from encroachment, ensuring time-bound resolution of land disputes, and making the revenue justice system modern and technology-driven. Accordingly, exercising the powers conferred under Section 9 of the Uttar Pradesh Revenue Code, the new arrangement has been implemented. Its objective is to ensure transparency, judicial quality and uniformity in the disposal of these sensitive matters. The arrangement has come into effect immediately, under which all pending and new cases in these categories before the Board of Revenue courts in Lucknow and Prayagraj will now be placed before specially constituted three-member benches" Agrawal said.

According to the Board, the new system is intended to bring multiple judicial perspectives into the decision-making process, making verdicts more balanced, impartial and uniform across the state. Officials have also been directed to identify all eligible cases and list them before the designated benches to prevent unnecessary delays.

The government said the reform is part of its broader effort to modernise the state’s revenue administration and improve protection of public land. In recent years, Uttar Pradesh has introduced digital land records, online mutation services, technology-based land surveys and other measures aimed at increasing transparency and accountability. Officials said the new Special Bench system is expected to strengthen the revenue justice process while ensuring faster and more consistent disposal of land-related cases.
