The Pentagon on Wednesday announced that US Navy Secretary John Phelan is stepping down with immediate effect, in a sudden leadership change that comes amid ongoing military tensions.
In a statement, Pentagon spokesperson Sean Parnell said Phelan was “departing the administration, effective immediately," without providing any reason for the move. Navy Undersecretary Hung Cao will take over as acting secretary.
The abrupt exit comes just a day after Phelan addressed a major gathering of sailors and industry professionals at the Navy’s annual conference in Washington, D.C., where he outlined his priorities and spoke to reporters.
Phelan’s departure follows a series of high-level removals within the US defence establishment under Defence Secretary Pete Hegseth, including the recent dismissal of Army chief Randy George. Several senior military leaders have been replaced in recent months, often without detailed explanations.
The leadership change also comes at a critical moment, as the US Navy continues to enforce a blockade of Iranian ports and target vessels linked to Iran during a fragile ceasefire in the ongoing conflict.
Phelan, a businessman and founder of Rugger Management LLC, had no prior military service or senior civilian role within the Navy before being nominated by US President Donald Trump in late 2024. He was also a significant donor to Trump’s campaign and had advisory involvement with a nonprofit supporting defence initiatives in Ukraine and Taiwan.
His successor, Hung Cao, is a decorated Navy veteran with 25 years of service, including deployments in combat zones. Cao, who fled Vietnam with his family as a child, also ran unsuccessfully for the US Senate in Virginia in 2024 with Trump’s backing.
The Pentagon has not commented further on the reasons behind Phelan’s departure, and his office could not be immediately reached for response.
