Utilise resources carefully prioritising works: Telangana Deputy CM to officials

Telangana Deputy Chief Minister Mallu Bhatti Vikramarka has directed the officials to carefully utilise resources and complete development works in various departments prioritising them.

Works are approved in the ratio of 1:3 based on revenue and budgetary allocations as a practice over the past few decades. However, the previous government approved works to certain departments in the ratio 1:25 without having any regard to income or budgetary allocations. Works were initiated and left incomplete owing to shortage of funds leaving the new government in a position where the Ministers could not propose works in their respective departments, he said.

The Deputy Chief Minister — who chairs the Cabinet sub-committee on Capital Works and Infrastructure — convened a meeting of the panel comprising Minister N. Uttam Kumar Reddy, D. Sridhar Babu, Komatireddy Venkat Reddy and Seethakka as members on Tuesday (August 19, 2025) to review the progress of the ongoing works. He said investments were crucial for the rapid development of the State and therefore, the officials concerned should ensure that works were taken up on the basis of priority.

Thanks to the decisions of the previous government, there was no scope for completion of any project as of now as the government was unable to release funds for them. Secretaries and senior officials should rectify the alarming and unhealthy situation prevailing in their respective departments.

Accordingly, the officials concerned were directed to identify works that were 95% complete and move forward by prioritizing works in a similar manner in a planned manner.. Officials were advised to accord priority to projects taken up through centrally sponsored schemes, NABARD assistance and ensure their completion.

The Ministers said while some departments had secured 100% priority during the previous government, some were given only 10% priority and cautioned the officials that such imbalance should not occur again. They should also focus on enhancing revenues while spending funds on developmental works. Plans should be prepared accordingly and officials of each department should coordinate with their respective Ministers for preparing priority lists for developmental works.
