Uttar Pradesh Govt Rolls Out 'Blue DotsAI' Across 18 Divisions To Boost Local Jobs, MSMEs

Blue DotsAI will use local-language voice support and mobile mapping to link job seekers with nearby employers as Uttar Pradesh expands the initiative statewide.

In a major push to strengthen local employment, skill development and the Micro, Small and Medium Enterprises (MSME) ecosystem, the Yogi Adityanath government in Uttar Pradesh has launched the Blue DotsAI initiative across all 18 divisions of the state.

The rollout began from Muzaffarnagar, where Minister of State (Independent Charge) for Vocational Education, Skill Development and Entrepreneurship Kapil Dev Agarwal inaugurated the state’s first Joint Facilitation Centre (JFC).

The statewide expansion follows the success of the pilot project implemented in Ghaziabad and is aimed at directly connecting local youth, women and skilled workers with employment opportunities available in their nearby areas.

Addressing the gathering, Agarwal said the initiative has been designed to bridge the information gap between job seekers and employers by leveraging technology and local language support.

He said young people will be able to access the platform through voice calls in their local language and obtain information about jobs available in their area.

Employment opportunities will also be visible through mobile map-based services, enabling candidates to identify vacancies close to their homes.

According to the minister, local MSMEs and industries will benefit from the platform by gaining quicker access to qualified and trained candidates residing in nearby locations.

He said that strengthening the connection between local talent and local industries would further advance the state’s goal of becoming self-reliant.

The minister said the pilot project in Ghaziabad delivered promising outcomes within a short period.

More than 16,000 local job opportunities and over 15,000 interested candidates were successfully registered on the platform within a few months.

He noted that these results were achieved despite participation from a limited number of industries, indicating significant potential for employment generation as the initiative expands across the state.

Agarwal said one of the major challenges in the employment sector is that industries and qualified candidates often remain disconnected despite being located in the same area.

Due to a lack of information, industries struggle to find the workforce they require, while many young people are compelled to search for jobs far from home.

He said Blue DotsAI is intended to address this challenge through local language-based voice support and location-based mapping, enabling direct connections between job seekers and employers.

The initiative is being implemented by the Uttar Pradesh Skill Development Mission under the Department of Vocational Education, Skill Development and Entrepreneurship.

Technical and institutional support is being provided by EY, EkStep Foundation and Head Held High Foundation.

Through the platform, youth, women, training institutions, industries and employers will be brought together on a common digital platform, making the process of local employment generation simpler, more transparent and more effective.

The minister said technology should be viewed as a medium to facilitate opportunities, while actual success depends on coordinated efforts among departmental teams, industries and partner institutions.

He also appreciated the contribution of the Ghaziabad district administration, departmental officials and partner organisations in making the initiative successful.

The first Joint Facilitation Centre established in Muzaffarnagar will function as a key centre for regional coordination, monitoring and service delivery. Similar centres are planned in all 18 divisions of the state in the coming phases of implementation.

Officials said the centres will facilitate integrated coordination among District Industries Centres, the Labour Department, Employment Offices, Industrial Training Institutes (ITIs), polytechnics, higher educational institutions, industry associations, MSMEs, startups and other local partner organisations.

The government believes that by creating stronger links between local industries and skilled manpower, the Blue DotsAI initiative will help build a more efficient employment ecosystem while expanding access to job opportunities within local communities across Uttar Pradesh.
