Wednesday’s blast outside the BJP office in Chandigarh is being seen as more than an isolated incident, with intelligence agencies indicating it marks a strategic shift by Babbar Khalsa International (BKI) towards urban targets, backed by Pakistan’s Inter-Services Intelligence (ISI).

According to top intelligence sources accessed by CNN-News18, a BKI-linked propaganda poster claiming responsibility surfaced within hours of the attack in a move described as a deliberate signal of operational confidence. “The speed of the claim suggests pre-planned media amplification from Pakistan-based handlers," a senior official said.

The poster, carrying classic BKI messaging and coded language, is being treated as confirmation that the outfit has reactivated its India-based modules. Investigators say this revival is taking place with full logistical, financial and training support from the ISI, which continues to provide safe havens in cities like Lahore and Islamabad, along with arms, fake identities and cross-border facilitation.

Shift To Low-Intensity Urban Strikes

Intelligence inputs suggest that BKI is moving away from traditional rural strongholds in Punjab to low-intensity strikes in urban and high-security zones, including Union Territories like Chandigarh. The aim, officials say, is not large-scale damage but to demonstrate reach and create psychological impact.

“This is about showing presence beyond places like Bathinda or Abohar. Even a small attack in a secure city sends a bigger message," a source said.

The strategy aligns with what officials describe as Pakistan’s long-standing “bleed India with a thousand cuts" doctrine, relying on low-cost, high-visibility operations to keep security forces stretched.

ISI’s Role And Cross-Border Coordination

Security agencies believe the attack reflects deep coordination between BKI operatives and ISI handlers, including real-time intelligence sharing via encrypted apps. The ISI is also said to be facilitating links between BKI and other terror outfits such as Lashkar-e-Taiba, expanding operational capabilities.

“Real-time inputs, weapons supply, and digital coordination all point to Pakistan-based control," an intelligence official said.

Investigators also flagged the use of diaspora networks in Canada and the UK to amplify propaganda and provide funding, further strengthening BKI’s infrastructure.

Targeting Youth And Local Leadership

A key concern for agencies is BKI’s focus on radicalising younger Sikh populations, particularly those born after the militancy peak of the 1980s. Officials say unemployed youth active on social media are being targeted for recruitment, with propaganda aimed at reviving separatist sentiment.

At the same time, the group is believed to be targeting moderate Sikh leaders and local influencers, in what intelligence sources describe as a tactic to intimidate potential informers and disrupt grassroots stability.

“This is a classic hit-list strategy—create fear, silence local networks, and rebuild influence," an officer said.

Larger Security Implications

Officials warn that such attacks are designed not just to cause panic but to erode public confidence in security forces and force diversion of resources toward static protection duties in urban centres.

The emergence of what appears to be new India-based leadership within BKI, referenced in the poster, is also being closely monitored, with agencies probing whether a fresh command structure is being established under ISI guidance.

For now, the Chandigarh incident is being treated as a test case of a renewed insurgency playbook that blends low-intensity violence, digital propaganda, and cross-border coordination to keep the region on edge.
