Sheikh Hamad bin Khalifa Al Thani, the former Emir of Qatar who reshaped the tiny Gulf nation into one of the world’s wealthiest and most influential countries, died on Sunday at the age of 74.

The Amiri Diwan, Qatar’s royal court, announced his death in a post on X on July 12. No cause of death was disclosed. Qatar later declared four days of national mourning, with public sector work suspended in his honour.

Often referred to as the “Father Amir", Sheikh Hamad is widely credited with laying the foundations of modern Qatar, turning the gas-rich nation into a global economic, diplomatic and media powerhouse.

From Military Officer To Emir

Born in Doha on January 1, 1952, Sheikh Hamad studied at Britain’s Royal Military Academy Sandhurst before joining the Qatar Armed Forces in 1971.

He became Crown Prince in 1977 and gradually assumed responsibility for several key state functions, including overseeing Qatar’s oil and natural gas sector.

In June 1995, Sheikh Hamad took power in a bloodless coup while his father, Sheikh Khalifa bin Hamad Al Thani, was in Switzerland. According to historian Allen Fromherz’s Qatar: A Modern History, he ordered military units to secure key government buildings after his father attempted to reclaim some of his powers. Attempts to reverse the takeover later failed.

After ruling for 18 years, Sheikh Hamad voluntarily stepped down in 2013, handing power to his son, Sheikh Tamim bin Hamad Al Thani, in one of the Gulf region’s rare peaceful transfers of power.

The Architect Of Qatar’s Economic Transformation

Sheikh Hamad’s tenure marked a turning point in Qatar’s economic history.

In 1996, just a year after assuming power, Qatar exported its first liquefied natural gas (LNG) cargo. His government aggressively developed the country’s vast North Field gas reserves, helping Qatar become the world’s leading LNG exporter.

According to World Bank data, Qatar’s economy expanded to nearly $199 billion by 2013, growing more than 20-fold during his rule.

In 2005, Qatar established the Qatar Investment Authority (QIA), which evolved into one of the world’s largest sovereign wealth funds. Under the leadership of Sheikh Hamad’s close adviser Sheikh Hamad bin Jassim bin Jaber Al Thani (HBJ), the fund invested in global companies including Barclays Plc and Volkswagen AG, while also acquiring London’s iconic Harrods department store after the global financial crisis.

Education, Al Jazeera And Political Reforms

Beyond the economy, Sheikh Hamad invested heavily in education and institution-building.

His government invited leading American universities, including Georgetown University, Carnegie Mellon University and Texas A&M University, to establish campuses at Education City in Doha.

His administration also introduced Qatar’s first municipal elections in 1999 and approved the country’s first permanent constitution, ratified through a referendum in 2004.

One of his most enduring legacies came in 1996, when Qatar extended a $500 million loan to launch Al Jazeera. The Doha-based broadcaster went on to become one of the Arab world’s most influential media organisations, gaining global recognition for its coverage of regional affairs and often challenging governments across the Middle East.

A Foreign Policy That Put Qatar On The Global Map

Under Sheikh Hamad, Qatar adopted an independent foreign policy that often set it apart from its Gulf neighbours.

The country hosted the largest US military air base in the Middle East while maintaining working relations with Iran. It also maintained contacts with Israel before the 2009 Gaza conflict, even as it cultivated ties with Hamas.

Qatar also emerged as a key regional mediator, expanding its diplomatic footprint far beyond its size and population.

Strengthening India-Qatar Relations

Sheikh Hamad’s tenure also marked a significant expansion of India-Qatar relations, particularly in energy, trade and investment. During his reign, Qatar emerged as one of India’s largest suppliers of liquefied natural gas (LNG), making energy cooperation the cornerstone of bilateral ties. The two countries also witnessed a steady rise in trade and people-to-people links, with the Indian community growing to become Qatar’s largest expatriate population.

Sheikh Hamad paid three state visits to India in 1999, 2005 and 2012, which helped deepen cooperation in sectors ranging from energy and infrastructure to education and investment. His tenure laid the foundation for the strategic partnership that continues between New Delhi and Doha today.

Following his death, Prime Minister Narendra Modi described Sheikh Hamad as a “visionary leader" who transformed Qatar into a prosperous nation and strengthened its global standing. Modi also remembered him as a valued friend of India whose leadership played an important role in deepening bilateral ties between the two countries.

The Road To The FIFA World Cup

Sheikh Hamad also laid the groundwork for Qatar’s successful bid to host the 2022 FIFA World Cup, making it the first Arab nation to stage football’s biggest tournament.

The event reflected decades of investment in infrastructure, transport, aviation, tourism and global branding that began during his reign, cementing Qatar’s position as an influential player on the world stage.

A Lasting Legacy

By the time he stepped down in 2013, Sheikh Hamad had transformed Qatar from a relatively little-known Gulf state into a nation with outsized influence in global energy markets, international finance, diplomacy, media and sport.

His vision reshaped Qatar’s economy, expanded its global presence and left behind institutions that continue to define the country’s international identity today.
