The government will table three key bills in Parliament today, the women’s reservation legislation, the delimitation bill, and a proposal to increase seats for Union Territories, with plans to implement a 33 per cent quota for women ahead of the 2029 Lok Sabha elections. Follow Live Updates Here
The proposed framework links women’s reservation to the delimitation exercise and the last Census, with the Centre planning to use 2011 Census data for redrawing constituencies and allocating seats. While the delimitation bill will set up a commission, the other two are Constitution amendment bills requiring a two-thirds majority of members present and voting in both Houses.
Lok Sabha: NDA Short Of Numbers
In the Lok Sabha, the effective strength stands at 537, taking the two-thirds majority mark to 360. The ruling NDA has 293 members, leaving it short by 67 seats.
This means the government will need support from opposition parties or benefit from abstentions or walkouts to push the bills through. A united opposition could make passage difficult, particularly given concerns over linking reservation with delimitation.
Rajya Sabha: Gap Narrower But Crucial
In the Rajya Sabha, the majority mark stands at 163. The NDA’s strength of over 142 members leaves it short by around 21 seats.
While several opposition parties have expressed support for women’s reservation in principle, they have raised objections to tying it to delimitation, arguing it could alter representation across states.

Seat Expansion And Political Stakes
Under the proposal, Lok Sabha seats could increase from 543 to as many as 815 for states, with an additional 35 seats for Union Territories. Currently, there are 530 MPs from states and 20 from UTs.
The redrawing of constituencies based on the 2011 Census has emerged as a key point of contention, with opposition parties arguing it may shift representation and political balance. Some regional parties that have supported the government on specific issues are also seen taking a tougher position on delimitation.
Despite the number challenge, the government has indicated confidence that the bills will secure the required support.
