UP government withheld salaries of 68,236 employees for not declaring assets on the Manav Sampada portal, enforcing Yogi Adityanath's zero-tolerance policy on corruption

The Uttar Pradesh government has moved decisively to enforce its zero-tolerance stance on corruption, withholding the January salary of 68,236 state employees who failed to disclose details of their movable and immovable assets on the Manav Sampada portal within the stipulated deadline.
Officials said salaries will remain on hold until the concerned employees upload complete asset declarations online. Acting on the directions of Chief Secretary SP Goyal, all state government employees were mandated to submit details of assets acquired up to December 31, 2025, on the portal by January 31, 2026. Despite repeated reminders, a significant number failed to comply even after the deadline expired, prompting the government to take strict action.
Out of a total workforce of 8,66,261 employees, the maximum non-compliance was reported among Group C staff, with 34,926 employees yet to submit their asset details. They are followed by 22,624 Group D employees, 7,204 Group B officers and 2,628 Group A officers. Officials clarified that none of these employees will receive their January salary in February unless the required information is uploaded.
Senior officials described the move as a crucial step towards ensuring transparency and accountability in public service. Under the government employees’ conduct rules, annual disclosure of assets is mandatory, and failure to do so is treated as a serious violation. Authorities warned that continued non-compliance could invite departmental disciplinary action, including the withholding of promotions and other penalties.
The Manav Sampada portal functions as the state’s integrated human resource management system, facilitating digital management of service records, salaries, asset declarations and other employee-related data. The current action forms part of the broader administrative reforms being pursued under the Yogi Adityanath-led government, aimed at curbing corruption and enforcing administrative discipline.
