Chief Minister N. Chandrababu Naidu has emphasised that Andhra Pradesh is now in the era of Real-Time Governance (RTG), where technology, data integration, and accountability are central to efficient administration and citizen welfare.
Speaking at a meeting on data-driven governance on Thursday, the Chief Minister highlighted that comprehensive citizen data has already been consolidated, and efforts are underway to link student information from the Anganwadi level.
By using the AWARE platform and Data Lake systems, the government can synchronise vast data resources, conduct real-time analytics, and take instant, evidence-based decisions. “The goal is predictive governance — using technology not just to respond, but to foresee challenges,” Mr. Naidu said.
“We are spending massively on people’s welfare, and every rupee must be utilised efficiently,” he said.
Pointing out that citizens once had to wait up to 10 days and visit multiple offices to get caste, residence, and income certificates, Mr. Naidu said, “That era is gone. Officials shoud make effective use of DigiLocker for seamless public service delivery.”
The Chief Minister called for data integration across the departments, including the police, and emphasised the importance of public perception, transparency, and communication with citizens.
WhatsApp Governance
All departments must function online, minimising the need for citizens to visit offices. Services related to revenue, endowments, and welfare should be available through WhatsApp Governance and district-level RTG centres, he said.
Referring to recent accidents such as bus mishaps and the temple stampede in Srikakulam, Mr. Naidu said, “Each incident must teach us to correct the systemic lapses. We must follow established safety protocols like OSOP.”
Highlighting Andhra Pradesh’s growing reputation as a responsible and tech-savvy State, the Chief Minister said, “It’s because of this government’s credibility that Google has chosen to invest $15 billion in a data centre project here. We are moving fast towards becoming a Knowledge Economy.”
The State aims to achieve a 15% growth rate through capable governance, data-driven policy, and citizen-centric administration. Plans are also underway to introduce performance ratings for government departments based on citizen satisfaction, he added.
