After online hearings, Kerala State Electricity Regulatory Commission to hold ‘physical’ public hearings on draft renewable energy regulations this month

The Kerala State Electricity Regulatory Commission (KSERC) will hold public hearings in four locations later this month on its draft renewable energy regulations.

The first hearing will be held in Thiruvananthapuram on October 22, followed by the second one in Ernakulam on October 28. The third and fourth hearings will be held in Palakkad and Kozhikode on October 29 and 30 respectively.

In July this year, the commission had held online hearings on the Draft – Kerala State Electricity Regulatory Commission (Renewable Energy and Related Matters) Regulations, 2025 over 15 sessions on six days. But the Domestic On-Grid Solar Prosumers Forum had filed a Public Interest Litigation in the Kerala High Court seeking hearings in hybrid mode. In a July 28 order, the High Court directed the commission to hold physical hearings in the four locations.

In the upcoming hearings, priority will be given to individuals and organisations who have not participated in the online hearings, the commission said. It has opened the registrations on its website erckerala.org.

The commission had filed a Special Leave Petition in the Supreme Court.

The commission said it decided to go ahead with the hearings as the term of the old regulations had expired and any delay in introducing the new one would cause uncertainty in the renewable energy development in the State.
