In a tragic sequence of events that has shaken Arunachal Pradesh, two deaths within hours of each other have brought serious allegations of sexual misconduct against senior government officials into sharp focus.

The first incident took place on October 23, when a 19-year-old youth was found dead in Itanagar. Police later recovered a handwritten note in which he accused two senior officials — an IAS officer and a Public Works Department (PWD) engineer — of harassment and abuse.

According to officials, the note suggested the youth had faced months of distress and intimidation. It included references to personal exploitation, manipulation and threats, which he said had driven him to take his own life, India Today reported.

“If I die, it will be because of him. Please give me justice," the victim reported wrote in the suicide note.

“A suicide note recovered from the deceased categorically names Shri Talo Potato, IAS, who is presently posted at Delhi as Special Secretary, PWD and Shri Likwang Lowang, Executive Engineer (RWD), who is presently posted at Chiyang Tajo, as the persons responsible for driving him to the brink of despair and ultimately to death," the FIR also noted.

The FIR further read: “He stated that he was relentlessly pressured to engage in corrupt practices and to extend illegal favours in matters relating to departmental works and funds by Sri Talo potom, who has later appointed him as MTS on contractual basis and to act on his behest for execution of his illegal works… Thereafter, it has also been alleged that the alleged accused person has sexually exploited him."

Just hours after the note surfaced, the engineer named in the allegations was found dead in an apparent suicide. Police said his body was discovered around 11 am by a neighbour who alerted authorities after finding his residence unlocked. The engineer, named Likwang Lowang, allegedly shot himself.

“The reason for my death is Talo Potom (IAS). If he hadn’t recruited me to this post, I wouldn’t have committed suicide. Because of him, I did everything I did, and now there’s no way left to live, the engineer’s suicide note read.

A case of unnatural death has been registered at Nirjuli Police Station under the Bharatiya Nagarik Suraksha Sanhita. Senior officers said investigations are under way and all material evidence is being secured.

The youth’s family has since lodged a First Information Report (FIR), alleging abetment to suicide, exploitation and harassment. They have urged the authorities to preserve the suicide note and examine call records and other electronic evidence connected to the case.

The two deaths have sparked widespread concern across the state, with civil society groups calling for an impartial probe and accountability. Police officials said statements from family members and colleagues are being recorded and forensic analysis of the note is in progress.
