Assam Chief Minister Himanta Biswa Sarma on Wednesday said that women receiving benefits under the ‘Lakhpati Baideo‘ scheme should limit their families to three children, revising the state’s earlier two-child policy.
Speaking at a public event in Nagaon under the Mahila Udyamita Asoni (Women Empowerment Scheme), CM Sarma said, “Our Lakhpoti Baideos should maintain the birth rate at three, not more than that. Earlier, we said two children are enough, but now we’ve increased it to three as our population has become a minority."
The Chief Minister further stated that women seeking benefits under the scheme must follow the three-child limit. He raised concern over what he called a “demographic imbalance", warning that the Hindu community was becoming a minority in several parts of Assam — particularly in districts like Nagaon.
Later, speaking to the media, CM Sarma announced that the state government would bring several “historic" bills in the upcoming session of the Assam Legislative Assembly. These include proposed laws to ban polygamy, address so-called ‘Love Jihad’, and protect the state’s Vaishnavite Satras.

“This year, the Assembly will see the introduction of historic bills related to Love Jihad, polygamy, and the preservation of Vaishnavite Satras. These proposals will be discussed in the House, and once passed, we will share details with the media," Sarma said. He added that the session is expected to be held next month, with the draft bills soon to be placed before the Cabinet.
According to the Chief Minister, the new laws will also reinforce existing rules — such as penalties for government employees who marry again without approval while their first spouse is still alive. He repeated his earlier view that ‘Love Jihad’ cases involving “forced conversions through deceitful marriages" should carry a sentence of life imprisonment.
CM Sarma had first proposed a ban on polygamy in 2023 and renewed his call for anti-‘Love Jihad’ legislation in August 2024, saying both measures are needed to protect women and prevent religious conversions through fraudulent means.
In addition, the state government plans to introduce laws for the protection of Vaishnavite Satras and to secure land rights for tea garden workers, underscoring the state’s focus on cultural heritage and social equity.
