Bluetooth, spy cam: 4 arrested for cheating in Rajasthan High Court clerk exam

Four junior clerks from the Rajasthan High Court have been arrested for allegedly using advanced technology to cheat in the 2022 joint competitive examination for junior clerk posts.

The arrests were made by the Special Operations Group (SOG) after an investigation uncovered the use of Bluetooth devices and a spy camera to leak exam papers and transmit answers to selected candidates during the exam.

The accused clerks—Dinesh Kumar, Manoj Kumar Boran, Ramesh Kumar, and Manish Budia—were all serving in different courts across Rajasthan.

According to SOG officials, these individuals secured their positions in the Junior Judicial Assistant, Clerk Grade-II, and Assistant Clerk Grade-II examinations through unfair means.

The investigation began after complaints of malpractice surfaced regarding several recruitment exams.

While probing irregularities in the EO-RO examination held during the same period, the SOG discovered a sophisticated cheating network that extended to the High Court junior clerk exam.

A special investigation team headed by DIG SOG Parish Deshmukh was constituted to examine the broader pattern of competitive exam fraud.

ADG SOG Vishal Bansal stated that extensive technical analysis and interrogation revealed a well-organised operation led by mastermind Paurav Kaler and his associate Tulsaram Kaler.

The duo allegedly charged candidates large sums—Rs 3 lakh from Dinesh, Rs 4 lakh from Manoj, Rs 5 lakh from Ramesh, and Rs 3 lakh from Manish—in exchange for guaranteeing their selection.

To execute the scheme, Kaler purchased an advanced Innova Chem Drop Box spy camera from Spain for Rs 90,000.

Two gang members appeared as candidates during the examinations and used the device to secretly capture screenshots of the question papers immediately after receiving them. These images were then sent in real time to Kaler.

Kaler had assembled a team of expert solvers who quickly solved the leaked paper. Using a specialised device, he then contacted candidates wearing Bluetooth-enabled devices inside the exam hall and dictated the correct answers.

It was confirmed that screenshots were sent to Kaler by Jitendra alias Akshay Jat on March 12, 2023, and by Rajesh Kumar Bijarniya on March 19, 2023.

After the selected candidates received their appointment orders, they allegedly paid the agreed-upon amounts to the mastermind.

So far, the SOG has arrested 21 individuals, including Kaler, in connection with the high-tech cheating racket. The four junior clerks recently arrested have been sent to police remand until December 10, 2025.

The SOG continues to interrogate suspects, investigate financial transactions, and identify additional accomplices.

ADG Bansal emphasised that the Rajasthan Police remains committed to safeguarding the integrity of public recruitment examinations and will take strict action against anyone involved in tampering with their fairness.
