An assessment by the National Security Guard (NSG), shared with the security grid, has identified the easy availability of bomb-making materials as the primary factor behind the recent increase in improvised explosive device (IED) incidents reported from various parts of the country.

The NSG review, mentioned in its prestigious annual magazine, notes that “the rise in IED blasts in J&K is largely driven by continued cross-border infiltration, facilitated by both drones and armed militants. Notably, the 60 per cent increase in high-impact, high-casualty blast incidents in 2024 compared to 2023—despite a major reduction in casualties—indicates a strategic shift in sustaining tactics".

It adds: “The uptick in IED incidents in the rest of India is a concerning trend, driven by increased knowledge and increased accessibility to bomb-making materials, leading to the proliferation of disruption-focused terror activities."

NSG takes samples of all the blasts in India and compiles their data in the most comprehensive and authentic form. In the Delhi Red Fort Blast too, the NSG had taken a sample from the spot and analysis is on.

While major metropolitan areas continue to remain under high alert, smaller towns, and districts—traditionally viewed as lower-risk—have experienced a concerning rise in attempts and successful detonations involving crude IEDs. Officials say this shift reflects a broader, decentralised threat pattern.

According to sources familiar with the assessment, commonly available chemicals, electrical components, and other basic materials are being sourced with little difficulty, enabling even untrained individuals to assemble low-grade but highly sophisticated explosive devices.

A senior government official, speaking off the record, said the findings underline an urgent need to tighten oversight over precursor materials. “The problem is not sophisticated devices but the ease with which anyone can access items that can be misused. That expands the threat environment beyond traditional suspects," the official said.

The officials of the security grid further highlight the role of online dissemination of harmful content, noting that while many devices recovered were rudimentary, the intent behind their assembly poses a growing security concern.

The report warns that without tighter controls, the country may continue to see sporadic IED incidents in areas previously considered secure.

Union Home Minister Amit Shah had announced that a new NSG hub would be established in Ayodhya, expanding the elite force’s reach to six major hubs across the country—Mumbai, Chennai, Kolkata, Hyderabad, Ahmedabad, Jammu, and now Ayodhya. He emphasised that NSG commandos would remain deployed round the clock, ensuring rapid response to any terror threat.

Since its formation in 1984, the NSG has played a decisive role in critical operations such as the Akshardham temple attack, the Mumbai 26/11 attack, and several hostage rescue missions, reinforcing its status as India’s premier counter-terror force.
