Enforcement Directorate (ED), Patna Zonal Office conducted search operations on Thursday (June 19, 2025) at 11 locations in Patna, Nalanda, Ranchi, Lucknow and Kolkata in Bihar Constable Recruitment Scam of 2023.
ED in its official press statement on Friday (June 20, 2025) stated that during these searches several incriminating material, documents and digital devices have been found and seized.
The ED further stated that as per the FIR No. 16/2023 dated 31.10.2023 registered by Economic Offence Unit (EOU), Patna and the subsequent chargesheet dated 22.08.2024, the Central Selection Board of Constable (CSBC), which conducted the Bihar Constable Recruitment of 2023, awarded the question paper printing contract to M/s Caltex Multiventures Pvt. Ltd., a company formed in 2021 that reportedly lacked prior experience or its own printing press.
ED stressed that this company had an undisclosed agreement with M/s Blessing Secured Press Pvt. Ltd., whose director, Kaushik Kumar Kar, was blacklisted due to involvement in previous paper leak cases.
“Kaushik Kumar Kar helped to incorporate a new company M/s Caltex Multiventures Pvt. Ltd. and used close associates to secure the tender indirectly. Sanjeev Mukhiya, a habitual offender involved in several paper leak cases, and his gang reportedly gathered information about the printing press, warehouse, and transportation vehicles. Question papers were then removed from sealed boxes during transit from the warehouse to examination centres and sold via social media, “The ED said the press statement.
During the searches, incriminating documents have been found at several spots like handwritten candidates lists with OMR Nos of their answer sheets, fake degree certificates, documents of several candidates, blank cheques seemingly submitted by candidates, handwritten questions with candidate lists etc.
ED stated that further investigation is under progress.
