Finance dept. issues guidelines for time-bound implementation of 2025-26 Budget announcements

The Kerala government has issued guidelines for the time-bound implementation of schemes and programmes announced by Finance Minister K.N. Balagopal on the floor of the Assembly in his 2025-26 Budget speech.

In issuing administrative sanction to these schemes, government departments have been asked to adhere to guidelines issued in 2023 which require, among other things, the department secretaries to monitor and update the financial and physical progress of work on a monthly basis.

Administrative sanction

For schemes and programmes costing less than ₹15 crore and cleared by the Department Working Group, administrative sanction can be issued with the approval of the Minister concerned and the Finance Minister.

Schemes where the project cost exceeds ₹15 crore will be examined by a Special Working Group. For these schemes, administrative sanction will be given once the Special Working Group recommends it and approval is given by the Finance Minister and the Minister concerned.

Mr. Balagopal had presented the 2025-26 Budget in the Assembly on February 7, describing it as forward-looking and one that can do much for the State’s future.
