The entry of Dr Rajesh Kumar, a former Indian Police Service (IPS) officer of the 1990 batch, into active poll politics marks a significant shift in the electoral landscape of West Bengal. Following his retirement in January 2026 as the principal secretary of the Department of Mass Education and Library Services, Dr Kumar was officially named as a candidate for the Bharatiya Janata Party (BJP) on Thursday. His transition from a high-ranking Director General of Police (DGP) to a political figure is being watched closely, given his reputation for administrative rigour and a career defined by both professional accolades and high-profile legal assertions.

Dr Kumar’s professional trajectory is underpinned by an extraordinary academic portfolio that distinguishes him from many of his contemporaries. A fellow member of both the Institute of Chartered Accountants of India and the Institute of Cost Accountants of India, he holds a PhD in finance alongside MBA degrees in Finance and Human Resources. This rare combination of fiscal expertise and law enforcement experience allowed him to navigate complex governance roles, ranging from traditional policing to environmental policy implementation, during his tenure as the Member Secretary of the West Bengal Pollution Control Board and Principal Secretary of the Department of Environment.

His tenure in the IPS was marked by several prestigious leadership roles, most notably serving as the 41st Commissioner of Police for Kolkata. Appointed by the Election Commission of India in April 2019, his brief but impactful stint at the helm of the city’s police force was followed by key assignments as the head of the Criminal Investigation Department (CID) and DGP of Traffic and Road Safety. His contributions to public service have been formally recognised through the President’s Police Medal for Meritorious Service and the Chief Minister’s Medal for Outstanding Services, reflecting a career dedicated to community-oriented policing and technology-driven governance.

In recent months, Dr Kumar has remained in the public eye due to his principled legal challenge against the Union Public Service Commission (UPSC). He approached the Central Administrative Tribunal (CAT) to contest the appointment process for the post of DGP in West Bengal, alleging that his exclusion from the eligibility panel was discriminatory and unreasonable. This legal assertiveness, combined with his close professional association with former DG Rajiv Kumar—who retired on the same day and currently serves as a Member of Parliament for the Trinamool Congress—adds a layer of seasoned political intrigue to his candidacy.

As he swaps his uniform for a political mantle, Dr Rajesh Kumar brings a vision of transparent, development-oriented leadership to the BJP. His focus on combating human trafficking and protecting vulnerable sections of society, which defined his later years in service, is expected to form the cornerstone of his political platform. In a state where administrative experience is highly valued at the ballot box, his entry is seen as a strategic move by the BJP to project a face of intellectual depth and proven governance.
