The Mahagathbandhan in Bihar, comprising the RJD, Congress and Left, became the first alliance to release its manifesto ahead of the 2025 Assembly elections, unveiling a sweeping plan focused on jobs, justice and governance. The Bihar Mahagathbandhan Manifesto 2025, titled “Nyay, Rozgar aur Samman" (Justice, Employment, and Dignity), outlines a roadmap that the opposition bloc says will deliver a “new deal" for Bihar’s youth, farmers and working class.

The manifesto promises employment for every family, a caste census, restoration of the Old Pension Scheme, better law enforcement and the scrapping of the Waqf Bill. It also pledges a labour census, expanded healthcare and welfare-driven growth across sectors.

1. One Job Per Family Within 20 Days

The alliance said one member from every family will be given a government job within 20 days of assuming power. It also aims to create 20 lakh jobs in government and private sectors within five years through a State Employment Commission and revival of closed industries.

2. Regularization Of Contractual Workers And Old Pension Return

All contractual, outsourced and scheme-based workers, including Jeevika Didis, Anganwadi and Shiksha Mitra staff, will be made permanent government employees. The alliance also vowed to reinstate the Old Pension Scheme for government employees.

3. Labour Census To Track Migrant Workers

The alliance promised a comprehensive labour census to document and support migrant workers- aiming to ensure their access to welfare, insurance and job opportunities within Bihar.

4. Farmers’ Relief And Rural Revival

The manifesto guarantees loan waivers for small and marginal farmers, free electricity for irrigation and higher MSPs than national standards. A Kisan Nyay Yojana will ensure fair compensation and crop insurance for all cultivators.

5. Free Education And Youth Empowerment

Education will be free up to graduation level, with laptops for every college student and scholarships for girls and underprivileged youth. Teacher vacancies will be filled quickly and skill development centers will be established in every district.

6. Free Healthcare And District Hospital Upgrade

The alliance proposes the Jan Swasthya Suraksha Plan, which will provide free healthcare up to ₹10 lakh per family. All district hospitals and primary health centers will be modernized and a State Medical Supply Corporation will ensure uninterrupted access to medicines.

7. Caste Census And Social Justice Reforms

The Mahagathbandhan pledges to push for a nationwide caste census and implement proportional representation in education, jobs and governance. Sub-quotas will be introduced for OBCs, EBCs and Dalits, along with special schemes for minorities and women.

8. Women’s Empowerment And Safety

The alliance promises 33% reservation for women in government jobs, interest-free loans for self-help groups and fast-track courts for crimes against women. Additional measures will focus on economic independence and social security.

9. Zero Tolerance For Crime And Sensitised Policing

The manifesto outlines a zero-tolerance policy on crime and corruption, pledging better policing, citizen-friendly training for law enforcement and modernization of police infrastructure.

10. Scrapping Waqf Bill

Calling it “anti-constitutional," the Mahagathbandhan pledged to scrap the Waqf Bill if voted to power, saying it infringes on citizens’ rights to equality and property.

The manifesto also includes commitments to expand Patna Metro, build five new smart cities, ensure 24×7 electricity and clean water and make governance fully digital with Right to Health and Right to Employment laws.

The Bihar Assembly elections are scheduled to be held in November 2025, where the Mahagathbandhan will face off against the ruling NDA alliance led by Chief Minister Nitish Kumar.
