Govt plans waste management system for two industrial clusters

Panaji: State govt has decided to establish a solid waste management system for the Pissurlem industrial estate cluster and the Cuncolim industrial estate cluster. This initiative aims to attract investment, provide world-class infrastructure, and put civic amenities in place.The solid waste management processing facility (SWMPF) will have a minimum handling capacity of five tonnes per day that will be scalable as per future requirements.The Pissurlem industrial estate cluster comprises the Bicholim, Latambarcem, Honda, Pissurlem, and Dharbandora industrial estates. The Cuncolim industrial estate cluster includes Cuncolim, Kakoda, Margao, Sanguem, Cancona, and Quitol industrial estates.

The Goa Industrial Development Corporation (GIDC) has decided to appoint a service provider for solid waste management at both clusters.The GIDC will give the service provider a pre-constructed shed for operating the SWMPF. The service provider shall install all the required machinery, equipment, and tools at its own cost and must obtain all necessary consent, clearances, and authorisations from Goa State Pollution Control Board, labour department, and other competent authorities.

The selected company has to collect waste from all industrial, commercial, and utility establishments within the cluster, excluding industrial hazardous waste. It must ensure segregated collection at the source in compliance with SWM Rules, 2016, identify litter collection points in consultation with the GIDC, place collection bins with separate compartments for wet and dry waste, and collect waste from bins.Regarding collection and transportation, the company has to use covered, compartmentalised, GPS-enabled vehicles for primary collection and transportation. It must prevent spillage of waste on roads, drains, or open areas during collection and transport, and transport waste to the SWMPF and/or facilities approved by the Goa Waste Management Corporation (GWMC).In terms of segregation, treatment, and disposal, a senior official said that the collected waste should be segregated into wet, dry, sanitary, and hazardous categories at the SWMPF. Wet waste should be treated using composting, biomethanation, or other approved technologies, and dry waste (recyclable and non-recyclable) should be disposed of at the GWMC or any facility approved by statutory authorities, with disposal certificates obtained.
