Alarmed by a spate of disturbing cases reported from Surat, the Gujarat government has imposed a blanket ban on rolling papers and popular smoking accessories such as GoGo Smoking Cones and Perfect Rolls across the state, officials said. With immediate effect, the storage, sale and distribution of these products has been declared illegal.
The decision, described as urgent and preventive in nature, has been taken by the Gujarat Home Department amid growing concern over substance abuse among sections of the youth. Authorities observed that rolling papers and pre-rolled smoking cones were increasingly being used as tools to consume various intoxicants, prompting the state to step in before the trend spreads further.
According to officials, the Home Department conducted a detailed assessment after serious incidents linked to drug use surfaced in Surat. Following this review, a formal notification was issued invoking powers under Sections 163(2) and 163(3) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), enabling the government to impose immediate restrictions in the interest of public health and safety.
The notification underlines that these products are not merely accessories but pose a direct health risk. Laboratory findings cited by the department indicate that rolling papers and smoking cones contain several toxic and potentially hazardous substances, including titanium oxide, potassium nitrate, artificial colouring agents, calcium carbonate and chlorine bleach. Officials warned that prolonged exposure to or consumption through such materials could have serious adverse effects on human health.
In a clear directive to enforcement agencies, the government has ordered all paan outlets, tea stalls, grocery shops and other retail outlets across Gujarat to immediately stop selling these items. The ban applies uniformly, irrespective of location or scale of business.
The Home Department has also made it clear that violations will attract strict legal action. Any individual or establishment found storing, selling or distributing the banned products will be prosecuted under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023.
