Haryana government to establish world class incubator and promote startups and innovation

GURUGRAM: Haryana Chief Minister Nayab Singh Saini announced on Thursday the establishment of a world-class incubator (H-HUB) to further promote startups in the state. The H-HUB will be developed in collaboration with leading startups, corporates, and educational institutions and will feature state-of-the-art facilities including plug-and-play workspaces, meeting rooms, high-performance computing resources, and specialised innovation labs.Addressing the “Interaction with Startups and Industry Leaders” event in Gurgaon, Saini stated that the incubator will also house prototyping centres to support product development, enabling Haryana's startups to undertake cutting-edge research and development. He added that the state govt is formulating a dedicated policy to promote semiconductor manufacturing, aligning with the Government of India’s vision to make the country a semiconductor hub.

Additionally, Haryana aims to position Gurgaon and the state as the Global Capability Center (GCC) capital of the world, with a special policy for GCCs also being developed.Saini highlighted that the 2025–26 State Budget includes the development of 10 new Industrial Model Townships (IMTs) across Haryana, equipped with advanced industrial and startup infrastructure. Approximately 20,000 acres of land have been voluntarily offered by landowners through the e-Bhoomi portal to support this initiative.

He invited investors to establish industries in these IMTs, assuring that the govt will provide all necessary facilities under one roof to support their growth and operations.

Haryana currently ranks seventh in India for the number of startups, with over 9,100 recognised startups, including 19 unicorns, and 50 percent being women-led. Saini noted that Fortune companies already have offices in Haryana, and the govt aims to extend this recognition to startups as well.

He announced that incubation centres will be set up in all industrial estates across the state to strengthen the startup ecosystem by providing local access to mentorship, resources, and networking opportunities.State-of-the-art AI hubs are also being developed in Gurugram and Panchkula to promote AI-based startups and research, positioning Haryana as a centre for technological innovation. The Chief Minister emphasised the establishment of the "Department of Future" to drive the adoption of emerging technologies such as artificial intelligence, robotics, biotechnology, and deep-tech, leading the state towards advanced technological development and innovation-led growth.In collaboration with NITI Aayog, the Haryana govt is setting up a state chapter of the Women Entrepreneurship Platform, offering women entrepreneurs access to over 200 mentors, sector-specific training, financial assistance opportunities, market access, and incubation support. To facilitate investment by startups and industrialists, a mechanism will be developed to verify private land ownership, zoning, business, and other related parameters in a time-bound manner.Highlighting major ecosystem creation initiatives, Saini announced the establishment of a dedicated Commission to institutionalise entrepreneurship and coordinate policy-making. Additionally, centres of excellence are being set up in each district under the public-private partnership model to promote innovation and skill development. The state govt has recently provided financial assistance of Rs 1.14 crore to 22 startups to encourage innovation.

Competitions are also being organised to promote entrepreneurship, offering prize money of up to Rs 1 crore and microfinance support for promising ventures.
