The Karnataka government told the court that Royal Challengers Bengaluru (RCB) “invited the whole world" to their June 4 victory parade without seeking formal permission. Officials said the event, widely publicised to RCB’s 28 lakh social media followers, was held in violation of rules, with only an intimation letter sent via the Karnataka State Cricket Association (KSCA) on June 3 at 6:30 PM.
Despite the scale of the gathering, RCB went ahead with a public announcement at 11:30 PM on June 3, hours after KSCA’s letter, and followed it with a post at 7:01 AM on June 4, detailing the parade route from Vidhan Soudha to the stadium. The government, citing these actions in court, said no official permission was ever granted, and held RCB responsible for flouting protocol.
Appearing for the state, Advocate General Shashi Kiran Shetty informed the court that despite Royal Challengers Bengaluru (RCB) securing a win against Punjab on May 29 and being well aware of their spot in the finals, the team made no effort to obtain official permission for the victory parade or the celebration planned inside the stadium. “On June 3, just one hour before the match began, they submitted a representation saying they ‘shall’ organise a victory parade. They were not seeking permission. They were merely informing us of their plans," Shetty told the court.
At 8 AM on June 4, RCB made another tweet calling on supporters to come cheer for the team, but no information regarding ticketing or crowd control was provided, the Advocate General pointed out. A follow-up video tweet was posted at 8:55 AM.
“Even this does not provide information about who could participate in the stadium. These facts are suppressed before lordships in the petitions. They have come to court with unclean hands, showing as if the programme was organised by the State government. It was RCB’s function," AG Shashi Kiran Shetty told the court.
Referring to another tweet posted at 3:15 PM on the same day, the AG noted it included victory parade details and information about the celebration at the stadium and passes. “By then, thousands had already gathered at the stadium. RCB/DNA was responsible for gate management, ticket distribution, and arranging private security," he said.
Shetty also submitted a tri-partite agreement in court—initially described as involving RCB, DNA, and KSCA—clarifying that the agreement was actually between RCB/BCCI and KSCA. The High Court bench noted that the respondents could not deny the existence of such an agreement. “It was projected that it is not their responsibility. I stand corrected—the agreement is between RCB/BCCI and KSCA," the AG stated.
