S Jaishankar arrives in Moscow for the SCO Heads of State Council meeting, to discuss India-Russia ties, inaugurate consulates in Kazan and Ekaterinburg.

External Affairs Minister S Jaishankar on Monday reached Moscow to discuss bilateral cooperation during the Shanghai Cooperation Organisation (SCO) Heads of State Council meeting.
According to a post on X by the Indian embassy in Russia, “EAM Jaishankar Arrives In Moscow & Is Greeted By Ambassador Vinay Kumar & Alexey Pavlovsky From Russia’s Foreign Ministry."
On Friday, Foreign Ministry spokesperson Maria Zakharova said Jaishankar would be arriving in Moscow with an official delegation for the SCO Heads of State Council meeting, which will be held on November 17-18.
“On Monday, November 17, Russian Foreign Minister Sergey Lavrov will hold talks with the Indian External Affairs Minister," she said.
“They will also exchange views on major international and regional matters, including collaboration within the SCO, the BRICS, the U.N. and the G20," she said.
According to PTI, Jaishankar is also expected to virtually inaugurate two Indian Consulates in Kazan, the capital of Tatarstan in the Volga region, and Ekaterinburg in the Urals.
Kazan and Ekaterinburg in the Urals are the new emerging major hubs of Indian expertise and high-end technological cooperation.
Russia President Vladimir Putin will likely be visiting India around December 5 for annual summit talks with Prime Minister Narendra Modi. The last visit of Putin to New Delhi was in 2021.
India and Russia are likely to sign a landmark bilateral mobility agreement during Putin’s upcoming visit.
The pact aims to create a structured framework for legal migration, protection of workers’ rights, and expansion of skilled Indian manpower in Russia, which is currently facing a significant shortage of qualified professionals amid its rapidly growing economy.
As per reports, the agreement will safeguard the interests of existing Indian workers in Russia while paving the way for thousands of new job opportunities across sectors such as construction, textiles, engineering, and electronics.
By the end of this year, more than 70,000 Indian citizens are expected to be officially employed in Russia under the quotas overseen by the Russian Ministry of Labour.
The Indian Business Alliance (IBA), based in Moscow, has welcomed the forthcoming mobility accord, describing it as a strategic milestone in deepening India-Russia relations.
