On February 26, 2026, the tenth floor of the Utility Building in Central Bengaluru, that now serves as the temporary head office of Bengaluru City Central Corporation (BCCC), was bustling with over 100 citizens, with a hope that their issues would be resolved. Greater Bengaluru Authority (GBA) Chief Commissioner M. Maheshwar Rao was presiding over a grievance redressal meet.

As citizens jostled with each other for their turn, Benita (name changed), a senior citizen suffering from pneumonia, sat with four of her neighbours from an apartment complex near Johnson Market, waiting patiently for her turn. Exacerbating her medical condition was the feeding of pigeons near the market, despite the residents requesting against it.
