Starting November 1, all commercial goods vehicles registered outside Delhi and non-compliant with BS-VI emission norms will be prohibited from entering the national capital, as per the latest directive of the Commission for Air Quality Management (CAQM). The move is part of a broader effort to curb rising pollution levels in Delhi ahead of winter, when air quality typically plummets.

BS-VI compliant vehicles adhere to stricter emission standards, significantly reducing particulate matter and nitrogen oxide emissions compared to earlier models. The transition to BS-VI fuels and engines represents one of India’s most ambitious clean-air initiatives.

In a public notice, the Transport Department of Delhi clarified that BS-IV commercial goods vehicles will continue to be allowed entry into the city until October 31, 2026, as a transitional arrangement to give transporters more time to upgrade their fleets.

However, there will be no restrictions on the entry of:

  • Commercial goods vehicles registered in Delhi
  • BS-VI compliant diesel vehicles
  • BS-IV compliant diesel vehicles until October 31, 2026
  • Vehicles running on CNG, LNG, or electricity

The notice further stated that the restrictions under the Graded Response Action Plan (GRAP), Delhi’s multi-stage anti-pollution framework, will continue to apply to commercial goods vehicles whenever specific stages of the plan are enforced due to deteriorating air quality.

The decision follows a CAQM meeting held on October 17, during which officials approved a comprehensive ban on the entry of polluting commercial vehicles into Delhi starting next month. The move is expected to play a crucial role in reducing vehicular emissions, one of the major contributors to Delhi’s toxic winter smog.

Meanwhile, transporters have urged the government to reconsider or extend the relaxation period for BS-IV vehicles.

Bhim Wadhawa, representing the All India Motor Transport Congress, said, “There is a time of one year for them during which BS-IV compliant vehicles will be allowed entry."

Rajendra Kapoor of the All India Motor and Goods Transport Association added that the transport community will soon convene to discuss their response. “The Supreme Court had given the orders. If we want the restrictions on entry of BS-IV compliant vehicles not to be imposed even after the period of one year, we will have to approach the court. We will hold a meeting next week to decide what needs to be done," he said.

The new restrictions underscore Delhi’s tightening stance on vehicular emissions as part of its ongoing battle against hazardous air quality, which routinely reaches “severe" levels during the winter months.
