In a significant development, the government of Himachal Pradesh has approved a salary increase for the Chief Minister, Ministers, Assembly Speaker, Deputy Speaker in the Assembly, MLAs, and former MLAs. This decision comes after nine years and has been formalised with the governor’s approval before Diwali, following the passage of a related bill in the Assembly on March 28, 2025.

The revised salaries and allowances represent approximately a 25 percent increase for the CM, Ministers, and MLAs. The governor has endorsed three bills concerning these changes.

According to the passed bill, the basic pension for former MLAs has been raised from Rs 36,000 to Rs 50,000. Previously, former MLAs received a total pension of Rs 93,240 per month, including DA, which will now rise to Rs 1,29,500 per month.

The CM’s monthly salary has increased from Rs 2.65 lakh to Rs 3.50 lakh. The Assembly Speaker’s salary has grown from Rs 2.55 lakh to Rs 3.45 lakh, Cabinet Ministers’ salaries from Rs 2.55 lakh rupees to Rs 3.10 lakh, and the Deputy Speaker’s salary from Rs 2.50 lakh to Rs 3.40 lakh.

MLAs will now earn Rs 2.80 lakh per month, up from Rs 2.10 lakh, with their basic salary rising from Rs 55,000 to Rs 85,000.

However, the government has decided to eliminate three allowances: the telephone allowance of Rs 15,000, data operator staff allowance, and electricity and water allowances. The notification specifies that salaries will be increased every five years.

Office allowances for MLAs have been raised from Rs 90,000 to Rs 1.20 lakh, and the remuneration per assembly meeting has gone up from Rs 1,800 to Rs 2,500.

The bill was passed with bipartisan support, despite concerns over the state’s finances, which have reportedly sparked public debate over the salary increases.

The last salary hike for MLAs occurred in 2016 under the Virbhadra Singh government. Recently, the Sukhvinder Singh Sukhu government announced a 3 percent DA increase for employees and ordered early payment of salaries for outsourced employees in the state.
