Srinagar homestay owner booked for hosting Chinese national

The Jammu and Kashmir Police on Thursday (December 11, 2025) booked a homestay owner for allegedly hosting a Chinese national over violating “mandatory legal requirements”.

The police lodged a FIR (First Information Report) under Sections 8 and 23(b) of the Immigration and Foreigners Act, 2025.

“It was found that the [homestay] management had accommodated a foreign national without mandatory reporting. The management had deliberately failed to submit Form C, which is compulsory for the registration of foreign nationals,” a police spokesman said.

The homestay, Rose Cottage, is in Srinagar’s Humhama area. “Upon verifying the establishment’s details on the Form-C portal under IVFRT, it was further revealed that the said homestay/guest house was not registered with Tourism Department, despite mandatory requirements for hosting foreign guests,” the police said.

The police asked all hotel, guesthouse, individual houses and homestay owners “to strictly adhere to legal requirements and ensure timely submission of Form C through the designated portal for reporting foreign guests”.

The J&K Police on Wednesday (December 10, 2025) blacklisted and enforced an emergency exit on Hu Congtai, 29, a Chinese national, for violating the Foreigners Regional Registration Offices (FRRO). He was arrested on December 10 in Srinagar a low-budget homestay. Mr. Congtai, who had arrived at Srinagar on December 1, was sent back to Delhi.
