Amid an outcry over rising cases of the stray dog menace, the Supreme Court Monday said the stray dogs in the localities of Delhi-NCR should be kept in shelters and not released on the streets, colonies or public places.
The apex ordered the Government of NCT of Delhi, the Municipal Corporation of Delhi (MCD), the New Delhi Municipal Council (NDMC) and other authorities in Delhi-NCR, to immediately establish dog shelters and submit a report on the creation of the requisite infrastructure within eight weeks.
“Immediate measures must be taken to address the menace of dog bites leading to rabies,” SC said.
The apex court has directed the shifting of all stray dogs from all vulnerable localities in the city to areas where they can be rehabilitated.
The two-bench judge comprising Justice J Pardiwala and Justice R Mahadevan was hearing a suo motu cognisance report about infants in Delhi falling prey to the dog menace.
The court has ordered the authorities to commence operations within the next six weeks to accommodate at least 5,000 dogs. “These shelters must be adequately staffed to manage sterilised dogs, which shall be detained therein and not released into public areas. The premises shall be equipped with CCTV cameras to ensure that no dogs are removed from the shelters without authorisation,” the bench said in its order.
“There shall be no compromise in carrying out these directions. Suppose any individual or organisation obstructs or resists the picking up or rounding up of stray dogs. In that case, this Court will take appropriate action against such obstruction,” the apex court said further.
