In a major administrative reshuffle aimed at strengthening governance and improving coordination within its ranks, the Taliban government in Afghanistan has announced 15 new appointments across ministries, provincial administrations, and security commands. The move, senior Taliban sources said, is part of a broader effort to make the administration “more adaptive and dynamic."
According to official sources in Kabul, the changes span key ministries such as the Interior, Communications, and Public Works, as well as several strategic provincial posts and military corps commands. The new appointments include deputy ministers, governors, police chiefs, and corps commanders — signaling both consolidation and internal rotation within the Taliban’s governing structure.
Among the prominent names, former Nimruz Governor Sheikh Mohammad Qasim Khalid has been appointed as Deputy Minister of Counter Narcotics in the Ministry of Interior — a position considered crucial as Afghanistan continues to grapple with international scrutiny over narcotics production and trade. Similarly, Haji Mohammad Wazir Badshah has been named Deputy Minister of Interior (Logistics), responsible for managing the ministry’s extensive operational resources.
Former Deputy Minister of Counter Narcotics Mullah Abdul Haq Hamkar has been shifted to the Ministry of Public Works as Deputy Minister of Finance and Administration, while Hafiz Mohammad Amin Jan Omari, formerly Governor of Badghis, will take over a similar administrative role in the Ministry of Communications and Information Technology.
At the provincial level, several new governors and police chiefs have been installed. Mullah Mohammad Hanif Hamza, earlier a deputy minister in Communications, will now serve as Governor of Badghis. Mawlawi Abdul Manan Mahmood, previously chief of staff of the 313rd Central Corps, becomes the new Governor of Nimruz. In Khost, Mawlawi Abdullah Mukhtar, former Deputy Minister of Interior, has been appointed governor.
On the security front, the Taliban has realigned key corps and police commands. Mawlawi Abdul Qayum Rohani, former Khost governor, now leads the 203rd Mansouri Corps — one of the Taliban’s major military units in eastern Afghanistan. His predecessor, Qari Mohammad Ismail Rasikh, has been reassigned as the police chief of Jawzjan province. Mawlawi Mohibullah Hamas, previously deputy governor of Zabul, becomes the police chief of Nangarhar, while Mullah Faridullah Qiyam, former Nangarhar police chief, moves to Maidan Wardak as deputy governor.
Additional changes include Hafiz Sayed Rahman as deputy governor of Zabul, Mawlawi Sardar Mohammad Madani as deputy governor of Ghazni, and Mawlawi Abdul Sattar Sabir as chief of staff of the 313rd Central Corps. Hafiz Abdul Rashid, earlier Ghazni’s deputy governor, has been appointed mayor of Khost.
The reshuffle reflects the Taliban’s ongoing attempt to balance regional power centres, reward loyalty, and bring experienced figures into administrative and military roles amid continuing governance challenges and international isolation.
